About this opportunity
The St. Johns River Water Management District is requesting bids on a Phase I Cultural Resources Assessment Survey of the Pablo Creek Conservation Area, with submittals due August 10, 2026 and questions due July 30, 2026. Respondents must demonstrate a minimum of five years' experience completing cultural resource assessment surveys for Florida government agencies and hold active registration with the Register of Professional Archaeologists — these are mandatory capability filters.
The scope covers approximately 2,722 acres in Duval County and includes records review and background research, pedestrian survey with systematic subsurface testing in high and medium probability areas, site evaluation and boundary definition, human remains discovery protocols, Florida Master Site File documentation, and geospatial data management in ArcGIS Pro format. Deliverables culminate in a Phase I Cultural Resources Assessment Survey report compliant with Florida Administrative Code Chapter 1A-46 standards. Respondents must document successful completion of at least two similar projects in size and scope. All work must be completed by September 30, 2026.
The estimated contract value is $60,000. The District will provide property access authorization, mapping and LiDAR data, and identification of known constraints and planned management activities. The contractor furnishes all labor, equipment, materials, transportation, and supplies. Submissions must include proof of insurability, active registration with the Florida Secretary of State, E-Verify system enrollment, and compliance with all required forms and certifications. Award will be made to the lowest responsive and responsible bidder. The contract term runs from the last signature date through September 30, 2026, with no renewal options.
