About this opportunity

Gwinnett County Board of Commissioners, Department of Parks and Recreation is soliciting informal written quotes for supplemental grounds maintenance services at five park and recreation locations in the Southwest section of Gwinnett County, with quotes due October 14, 2026 at 3:00 p.m. local time. Contractors must visit the sites prior to quote submission and provide firm pricing for the initial contract term.

The scope encompasses lawn maintenance, bed and island management, pruning, and related grounds upkeep services across 51 total acres at Lucky Shoals Park, Lilburn Activity Building, Sweet Water Park, Graves Park, and Bethesda Park. Services will be provided weekly from March through October and bi-weekly from November through February. Pricing will be based on weekly fees for specific services at each designated location, with invoices submitted at least bi-weekly and detailed by line item. A Property Service Report form will document completion of specified maintenance tasks — mowing, edging, weed eating, hedge and shrub trimming, weed treatment, pruning, debris removal, and plant replacement as needed — with contractor and supervisor sign-off and arrival/departure times recorded for each visit.

Contractors must maintain commercial general liability insurance with minimum limits of $2 million, automobile liability coverage of $1 million, and workers' compensation at Georgia statutory limits with an A.M. Best rating of A-7 or higher. Contractors must employ at least three active crews with a minimum of three members each, possess a Georgia Category 24 Commercial Pesticide Applicators License, and maintain current Georgia Certified Landscape Professional certification. Subcontractors are prohibited. Award will be made to the lowest responsive and responsible quote, with the County reserving the right to split the award, reject any or all quotes, negotiate terms with the lowest bidder, or add or delete park locations as needed. Questions are due by 12:00 p.m. on October 5, 2026. Award notification will be posted on the County website following the award decision.
