About this opportunity
The California Department of Fish and Wildlife is requesting bids for domestic water treatment plant operations and maintenance at Hot Creek Hatchery in Mono County under IFB P2660010, with bids due July 7, 2026 at 2:00 p.m., and a mandatory pre-bid job walk on June 16, 2026 at 10:00 a.m. A 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies as a mandatory requirement; failure to meet this threshold renders a bid non-responsive. Additionally, a 5% small-business preference is available to California-certified small businesses, or non-small businesses may claim a 5% preference by subcontracting at least 25% of the net bid price with California-certified small businesses.
The contractor must hold a California State Licensing Board license as a General Engineering Contractor (A), General Building Contractor (B), C-36 Plumbing Contractor, or C-55 Water Conditioning Contractor, plus Grade D2 Water Distribution or higher and Grade T2 Water Treatment or higher certifications from the California State Water Resources Control Board—these are non-waivable eligibility filters.
The scope encompasses labor, materials, tools, equipment, and incidentals for operation, routine maintenance, inspection, data measurements, sample analysis, and servicing and repairs of the domestic water system. Services are divided into three pricing categories: inspection and maintenance at flat rates per visit (156 peak-season visits May–September at two visits per week; 90 non-peak-season visits October–April at one visit per week); foreseeable repairs at hourly labor plus parts costs for six specified equipment replacements; and unforeseeable repairs at contractor-proposed hourly rates for regular and overtime work, with vendor-supplied materials capped at 25% markup and parts allowances not exceeding $15,000. Performance is at 121 Hot Creek Hatchery Road, Mammoth Lakes, during normal business hours (Monday–Friday, 8:00 a.m.–5:00 p.m., excluding state holidays) with the contract term running through June 30, 2029.
The estimated project cost is $168,900. Bids of $5,000 and over require bidder's security of at least 10% of the bid amount. The project is subject to California prevailing wage requirements. Notice of Intent to Award is expected July 17, 2026, with proposed award in August 2026. Bids must remain valid for 120 calendar days after opening.
