The California Department of Fish and Wildlife (CDFW) is issuing an Invitation for Bid (IFB P2610001) for portable toilet rentals and servicing across multiple wildlife areas in northern California, specifically covering Siskiyou, Lassen, Modoc, Shasta, and Tehama Counties. The procurement seeks a qualified contractor to provide delivery, installation, maintenance, sanitization, and waste disposal services for 32 chemical toilet units (18 ADA-compliant and 14 standard units) deployed across seven job locations: Butte Valley Wildlife Area, Shasta Valley Wildlife Area, Big Springs Ranch State Property, Ash Creek Wildlife Area, Honey Lake and Willow Creek Wildlife Areas, Battle Creek Wildlife Area with associated properties, and Tehama Wildlife Area. Service intervals will range from monthly to bi-weekly depending on location, and the contractor must maintain comprehensive service logs, provide dump records within 48 hours of request, and notify CDFW at least 24 hours prior to any equipment delivery, removal, or transfer. The contract will run from July 1, 2026 through June 30, 2029, with sealed bids due by April 20, 2026 at 5:00 PM and a public bid opening scheduled for April 22, 2026 at 2:00 PM. Bidders must submit monthly unit rates for ADA-compliant and standard chemical toilets at each location, with rates remaining fixed throughout the three-year contract period. All questions must be submitted via email to Valeriy Khramtsov at Valeriy.Khramtsov@wildlife.ca.gov by April 9, 2026. Required qualifications include legal constitution and registration with the California Secretary of State, compliance with Department of Transportation regulations, California Vehicle Code, California Highway Patrol standards, and health and safety regulations, and maintenance of comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Workers Compensation with $1,000,000 limits.
This procurement includes a five percent Small Business preference for California-certified small businesses and an incentive of up to five percent for Disabled Veteran Business Enterprise (DVBE) participation. The award will be made to the lowest responsive and responsible bidder meeting all IFB requirements, with a notice of intent to award expected between April 22-24, 2026 and a proposed award date of April 27-30, 2026. Bidders must submit all required attachments including certification sheets, payee data records, cost sheets, and various compliance certifications. All equipment, materials, supplies, transportation, labor, tools, taxes, licenses, and insurance are included in the quoted unit rates with no additional charges permitted for delivery or removal services. The contract is subject to Budget Act appropriations and may be terminated with 30 days written notice or immediately for cause. While no specific incumbent vendors are identified in the available documentation, no existing infrastructure or technology integration requirements are noted as the contractor will provide all necessary equipment and services. The total contract amount has not been specified in the available materials and will be determined based on the submitted line-item bids for the three fiscal years (26/27, 27/28, and 28/29), with monthly payments made in arrears upon invoice approval.
