About this opportunity

The California Department of Food and Agriculture (CDFA) is requesting quotes for specialized tree tags under a Small Business Option (SBO) / Disabled Veteran Business Enterprise (DVBE) solicitation (P26-0219), with quotes due October 8, 2026 at 12:00 PM PT. Only vendors certified by California as a small business or DVBE are eligible to bid.

The procurement covers 1,800,000 Tyvek material tree tags in three categories: 1,250,000 blue Asian Citrus Psyllid (ACP) tags sequentially numbered 5,500,001–6,750,000; 400,000 yellow ACP tags numbered 4,750,001–5,150,000; and 150,000 orange sweet orange scab (SOS) tags numbered 50,001–200,000. Each tag measures 10 inches by 1 inch with front-and-back printing of the CDFA logo and bilingual text (English and Spanish in Times New Roman font), QR codes, and barcodes on both sides. All tags must comply with California Code of Regulations Title 3, Division 4, Chapter 3, Sections 3435, 3439, and 3443, and Federal Domestic Quarantine requirements for Citrus Greening and Asian Citrus Psyllid. Delivery is required within 30 days of contract confirmation to three CDFA locations: Sacramento, Visalia, and Cerritos, California. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder.

Bidders must submit all-inclusive pricing on company letterhead with detailed SKU numbers; freight and shipping charges must be included in unit pricing under FOB Destination terms with freight prepaid by the contractor. Required documentation includes the Commercially Useful Function Statement, Bidder Declaration, Recycled Content Certification, Darfur Contracting Act Certification, and Payee Data Record STD 204. If federal funds support the procurement, vendors must provide an active Unique Entity Identification (UEI) number registered with SAM.gov. Design proofs are required before purchase order execution. Questions are due September 24, 2026, with answers published by October 1. The contract term extends 45 calendar days from the response due date for fulfillment. Payment will be made within 45 days of invoice receipt or goods acceptance under the California Prompt Payment Act. No protest provisions apply under this SBO/DVBE solicitation.
