About this opportunity
The California Department of Fish and Wildlife (CDFW) is soliciting competitive sealed bids for siding and sheathing replacement and exterior painting services at the Baldwin Lake Ecological Reserve Office Building in San Bernardino County, California. This invitation for bid (IFB) procurement seeks a general engineering or general building contractor (Class A or B license required) to provide all labor, tools, equipment, materials, permits, and taxes necessary to complete the project scope. The deliverables include replacement of all exterior siding with Hardie Plank lap siding, installation of new building paper and Hardie trim around doors, windows, vents, and wall penetrations, replacement of approximately 30 percent of existing building sheathing (with inspection and determination of additional damaged sections required), and exterior painting of fascia, rake, exposed rafters, soffit, doors, and door frames to match new siding colors selected by the site manager. The project must conform to the 2022 California Building Code, California Fire Code, California Energy Code, California Green Building Standards Code, and NFPA standards, with the 1,600-square-foot, Type V-B construction building (constructed in 1960) located at 44865 North Shore Drive, Big Bear City, California 92314. A mandatory pre-bid job walk is scheduled for February 12, 2026, at 10:00 a.m.; bids are due February 24, 2026, by 2:30 p.m. and will be opened the same day, with a Notice of Intent to Award expected March 6, 2026, and proposed award in April 2026. The contract must be completed within twenty working days following the official Notice of Start Date, with the contract term extending through June 30, 2026, and bids must be held for 120 calendar days following bid opening.
This procurement includes multiple incentive programs and mandatory requirements: a mandatory three percent Disabled Veteran Business Enterprise (DVBE) participation requirement (failure to meet renders bids non-responsive), a Small Business preference program offering five percent preference to qualified small businesses, and a non-small business preference providing five percent for organizations committing to 25 percent subcontractor participation with certified small businesses. Contractors and subcontractors must be registered with the California Department of Industrial Relations for contracts exceeding $25,000, and prevailing wage rates pursuant to California Labor Code sections 1770 and 1774 apply to all work. A bidder's bond or certified check equal to at least ten percent of the bid amount is required, and a payment bond is required if contract costs reach $25,000 or more; contractors must also provide commercial general liability, automobile liability, and worker's compensation insurance with the State of California named as an additional insured. The estimated project cost is $77,000.00, with the final contract amount to be determined pending contractor selection and bid pricing. No federal funding is anticipated for this project, and no incumbent vendors or current contractors are identified in the procurement documents.
