About this opportunity
The California Department of Food and Agriculture (CDFA) is issuing an Informal Competitive Request for Quote (RFQ) P25-1434 for the procurement of pesticide-free wheat millfeed, an essential component in the larval rearing diet of the Mediterranean Fruit Fly. The solicitation seeks 5,733 bags of wheat millfeed in 50-pound bags, totaling 286,650 pounds, to be delivered on an as-needed basis in 40-foot container increments of 861 bags at a time, with all bags ordered by June 30, 2027. The contractor must deliver materials within 30 days of CDFA notification, with all freight, shipping, and handling charges included in the unit pricing and quoted F.O.B. Destination only. Product quality assurance requires submission of one-pound samples from each lot to the CDFA Center for Analytical Chemistry in Sacramento prior to acceptance at the delivery location in Waimanalo, Hawaii (41-650 Waikupanaha Street, Waimanalo, Hawaii 96795-1439). The wheat millfeed must comply with strict pesticide residue limits, including 0.02 ppm for both methyl chlorpyrophos and chlorpyrophos, and 0.2 ppm for malathion, with any lot exceeding these limits resulting in complete lot rejection. The purchase order term extends from the date of execution through June 30, 2027, with no guaranteed minimum volume due to seasonal fluctuations in fruit fly production. Responses must be submitted via email to CDFA.Acquisitions@cdfa.ca.gov with a copy to Julian.Gutierrez@cdfa.ca.gov by 5:00 PM PT on April 23, 2026; questions must be submitted by 5:00 PM PT on April 13, 2026, with answers published via addendum on April 17, 2026.
Award will be made on an "All or None" basis to the lowest responsible bidder meeting specifications, with payment made in accordance with the California Prompt Payment Act within 45 days of acceptance or invoice receipt, whichever is later. The solicitation includes a 5 percent preference for California Certified Small Businesses, Microbusinesses, and Disabled Veteran Business Enterprises (DVBE), as well as a 5 percent preference for non-small businesses claiming at least 25 percent small business subcontractor participation. Bidders must complete required documentation including the Bidder Declaration (GSPD-05-105), Recycled Content Certification, Darfur Contracting Act Certification, and GenAI Disclosure, along with proof of California seller's permit and UEI number if applicable; vendors with debarred, suspended, or inactive registration status are ineligible. If the contract is funded with federal funds, a UEI number is required. No specific budget range or award value has been disclosed in the solicitation documents; pricing will be evaluated based on submitted quotes that include all associated costs with delivery to the Hawaii facility.
