About this file
This specification document outlines a blanket purchase order issued by the California Department of Food and Agriculture (CDFA) for the supply of pesticide-free wheat millfeed to support the Mediterranean fruit fly rearing program at the CDFA Hawaii Fruit Fly Rearing Facility in Waimanalo, Hawaii. The contractor is required to supply wheat millfeed packaged in 50-pound bags with clear product labeling, totaling up to 5,733 bags (286,650 pounds) to be ordered on an as-needed basis. The contract is effective from the date of execution through June 30, 2027, and the contractor must deliver materials within 30 days of notification by CDFA, with deliveries included in the quoted price. Product quality assurance requires submission of one-pound samples from each lot to the CDFA Center for Analytical Chemistry in Sacramento prior to acceptance in Hawaii, with any lot exceeding maximum allowable pesticide residues resulting in complete lot rejection without impact to delivery timeframes.
Payment will be made upon delivery, acceptance, and invoicing approval by the Contracting Officer's Representative, who is designated as the Director of the Hawaii Fruit Fly Rearing Facility. The contractor bears full responsibility for providing all equipment, staff, services, supplies, and storage facilities necessary for timely delivery. Wheat millfeed must comply with strict pesticide residue limits, including 0.02 ppm for both methyl chlorpyrophos and chlorpyrophos, and 0.2 ppm for malathion. Since fruit fly production experiences seasonal fluctuations with peaks and valleys, there is no guaranteed minimum volume, and contract duration extends for one year or until funds are expended, whichever occurs first.

A contract is required by the California Department of Food and Agriculture (CDFA) for the supply of Wheat Millfeed for the Mediterranean fruit fly (medfly) rearing diet to the CDFA Hawaii Fruit Fly Rearing Facility located in Waimanalo, Hawaii. Material to be packed in 50 lb. bags clearly showing product name, manufacturer, net weight and lot number.
2. The Contractor shall provide all equipment, staff, services, supplies and storage facilities necessary to ensure the timely delivery of required materials within the specified timeframe.
3. As fruit fly production has “peaks” and “valleys”, there is no guaranteed volume of material requested by CDFA; the demand will be based upon projected production levels.
4. The guaranteed delivery of uncontaminated medfly larval diet materials on an “as needed” basis is the pre-eminent charge of this contract.
