About this opportunity

The California Department of Corrections and Rehabilitation (CDCR), specifically the Enterprise Information Services (EIS) and California Sex Offender Management Board (CASOMB), is seeking a cloud-based Software as a Service (SaaS) and Database as a Service (DBaaS) solution through Request for Quote #C5611962. The procurement aims to replace the current CASOMB web application and integrate the State Authorized Risk Assessment Tools for Sex Offenders (SARATSO) database into a comprehensive web-based system for certification application requests, online payments, and certification/record management. The solution must be highly specialized, with robust protections for Personal Identifiable Information (PII) and Criminal Justice Information (CJI), and capable of supporting evolving certification processes for Provider Agencies and Treatment Providers. Key deliverables include project management, solution creation, staff permissions, certification processes, reporting, and training modules. The solicitation timeline includes questions due by 5/30/2025 and responses due by 6/9/2025, with a proposed agreement period from June 30, 2025, through June 29, 2026, and the possibility of one optional one-year extension. The evaluation will follow a lowest-cost method, with potential considerations for small business and Disabled Veteran Business Enterprise (DVBE) preferences.

Bidders must be headquartered and doing business within the United States, with subcontracting limited to 40% of the total contract value. Contractors will be required to comply with various state requirements, including security clearances and conflict of interest provisions, and must disclose any generative AI usage. The total contract value is not to exceed $250,000, with the solution expected to comprehensively support CASOMB and SARATSO's certification and management needs. Potential bidders must demonstrate capability to protect sensitive information, manage complex certification processes, and provide a scalable, secure cloud-based solution. The procurement includes specific obligations around data security, with contractors needing to meet stringent information protection standards. Small businesses and Disabled Veteran Business Enterprises may receive preferential consideration during the evaluation process, potentially providing additional opportunities for qualifying vendors to compete for this specialized contract.
