The scope covers architectural and engineering design for replacement of two existing bathhouses and one comfort station, each containing separate shower and restroom areas for men, women, and a combined family/ADA accessible facility, plus a utility service chase for park staff access. The contract is firm fixed price over a 6-year term with no renewal options and is not federally funded. An MBE subcontracting goal of 20% has been established; VSBE goal is 0%. Required insurance includes Commercial General Liability of $2,000,000 combined single limit per occurrence, Errors and Omissions/Professional Liability of $1,000,000 per claim, and Workers' Compensation of $1,000,000 per occurrence. The successful contractor must comply with Maryland Green Purchasing Reporting Requirements, submitting quarterly sales data detailing recycled content, third-party sustainability certifications, and other environmental attributes.

Selection will be qualification-based with a single award. The pre-proposal conference is September 16, 2026, at 11:00 AM at Tuckahoe State Park. Questions are due September 22, 2026, at 3:00 PM. Proposals must be submitted through the eMaryland Marketplace Advantage (eMMA) system only.
