About this opportunity

The City of Portland, Oregon's Bureau of Environmental Services is soliciting proposals for Owner Advisor services supporting alternative delivery capital improvement projects, with proposals due December 23, 2025 and contract awards anticipated in February 2026. The City intends to award up to two contracts, each with a maximum value of $9 million over a five-year term.

The scope covers project management, technical services, procurement assistance, construction management and inspection, and programmatic support for three identified BES capital projects using Construction Manager/General Contractor (CM/GC), Progressive Design-Build (PDB), and Design-Build (DB) delivery methods: the Columbia Boulevard Wastewater Treatment Plant Wet Weather Clarifier and Hypochlorite Modifications (project E11485), the Inverness Force Main System Rehabilitation (project E11531), and the CBWTP Blower System/Building (project E10897). Successful proposers must demonstrate experience with alternative delivery methods, risk management, and complex infrastructure projects exceeding $5 million in construction value.

Compensation for each work assignment is determined through negotiation based on scope, estimated hours, and hourly rates, subject to a maximum cap per assignment. The City authorizes annual hourly rate increases of 2% per contract year. Subconsultant services are billed at cost plus 5% markup. Reimbursable expenses include pre-approved travel beyond 100 miles from Portland, GSA per diem, document reproduction, and pre-approved IT equipment.

Insurance requirements include Workers' Compensation, Commercial General Liability ($2 million minimum per occurrence), Automobile Liability ($2 million minimum per accident), and Professional Liability/Errors & Omissions ($1 million per occurrence/$3 million aggregate), with the City named as additional insured. Proposers must maintain EEO and Equal Benefits certifications and obtain a City of Portland Tax Registration Number. Funding derives from the City's Sewer System Operating Fund under the BES Capital Improvements Program. Work begins in March 2026. Short-listed proposers are anticipated the week of January 19, 2026, with interviews the week of January 26 and negotiations beginning the week of February 9.
