About this opportunity
The Kentucky Finance and Administration Cabinet on behalf of the Kentucky Horse Park is requesting bids for overnight unarmed security services under RFB 758 2600000688, with bids due July 28, 2026 at 1:30 p.m. ET. Kentucky resident bidders receive reciprocal preference as defined by KRS 45A.494, and qualified bidders including Kentucky Correctional Industries receive preferences of 15% or 20% respectively.
The scope requires one unarmed security officer to provide third-shift overnight coverage seven days per week from 12:00 a.m. to 8:00 a.m. (56 hours weekly, approximately 2,912 hours annually). The officer will patrol all park property including barns, campgrounds, buildings, parking lots, event venues, and perimeter areas; monitor for theft, vandalism, trespassing, and unsafe conditions; respond to fire and security alarms and emergencies; and provide traffic control for large events. The contractor must provide all labor, supervision, uniforms, and a dedicated branded vehicle with fuel and maintenance responsibility. Required qualifications include a high school diploma or GED, valid driver's license, successful criminal background check, and a minimum of five years of security or law enforcement experience, with preference for prior experience working safely around horses. The Commonwealth will provide two days of training on alarm systems, access credentials, and equine procedures.
The initial contract term is two years from award with four optional two-year renewal periods subject to mutual written agreement. Award uses best value ranking: 95 points for hourly rate (lowest price receives maximum points, others scored proportionally) and 5 points for equine experience (points awarded only for experience exceeding the five-year minimum, capped at 50 years). An optional vendor site visit occurs July 14, 2026 at 9:00 a.m. Written questions are due July 16, 2026. Bidders must submit electronically through the Commonwealth's eProcurement system and be registered in the Vendor Self Service System at least 24–48 hours prior to submission. Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 combined single limit) are required. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), a notarized affidavit attesting to compliance with Kentucky campaign finance laws, and for foreign entities, a Certificate of Authority from the Secretary of State.
