About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for overnight unarmed security services at the Kentucky Horse Park, with bids due July 28, 2026 at 1:30 p.m. ET. Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries and certain nonprofit agencies serving individuals with disabilities receive reciprocal preference equal to the preference given by the nonresident bidder's home state, and an additional 15 to 20 percent preference applies to qualified bidders.
The scope requires one trained, uniformed unarmed security officer per shift working third shift (12:00 a.m. to 8:00 a.m., seven days per week) for 2,080 annual hours. The officer will conduct patrols of barns, campgrounds, buildings, parking lots, event venues, and perimeter areas; monitor for theft, vandalism, trespassing, and suspicious activity; respond to fire and security alarms; manage emergency and crisis situations; and prepare daily activity logs and incident reports. Minimum qualifications are a high school diploma or GED, valid driver's license, successful criminal background check, and ability to work in all weather conditions. Preferred qualifications include prior security or law enforcement experience and experience working around horses.
Award will be made on a best value basis with Price per hour (95 points) and Equine Experience in years (5 points), totaling 100 points. The bidder with the lowest hourly rate receives the maximum 95 points. Equine experience must meet a five-year minimum threshold; points are awarded only to bidders exceeding this threshold, capped at 50 years for evaluation purposes.
The initial contract period is two years from award, with four optional two-year renewal periods by mutual written agreement. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. An optional site visit is scheduled for July 14, 2026 at 9:00 a.m. at 4089 Ironworks Parkway, Lexington, Kentucky 40511. Written questions are due by July 16, 2026 at 1:30 p.m. ET, with Commonwealth response by July 20, 2026. Vendors must register in the Commonwealth's Vendor Self Service System at https://vss.ky.gov (allow 24 to 48 hours). Electronic bid submission through the eProcurement system is mandatory. Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required prior to award. Contact Angie Johnson at 502-564-6194 for inquiries.
