About this opportunity

Palm Beach County's Purchasing Department is issuing Invitation for Bid (IFB) #26-027/JA to establish a term contract for overhead and rolling door maintenance and repair services across all county locations, including facilities in the Glades area and Palm Beach International Airport. The procurement is divided into two lots: Lot #1 covers countywide services excluding the airport, while Lot #2 is specific to Palm Beach International Airport operations. Services encompass maintenance and repair of overhead doors, rolling doors, security grilles, motors, openers, springs, cables, chains, safety switches, controllers, and related components, explicitly excluding new installations or complete system replacements. Sealed bid responses must be submitted by March 26, 2026, at 4:00 p.m. to the Palm Beach County Purchasing Department, 50 South Military Trail, Suite 110, West Palm Beach, FL 33415, with an electronic PDF copy required to accompany the sealed submission. Bidders must be registered in the County's Vendor Self Service (VSS) system prior to award, and all subcontractors must also maintain registration. Pricing shall be submitted on a firm, fixed hourly rate basis for licensed technicians, helpers, and specialty equipment, with bidders required to bid on all items within a lot to maintain responsiveness. The contract will be awarded for an initial twelve-month term with four optional twelve-month renewal periods, subject to mutual written agreement and annual Board appropriation, with unit prices remaining firm throughout all periods. Required qualifications include appropriate licensure (Palm Beach County Garage Door Contractor Certificate of Competency, Florida Certified General Contractor, or Certified Building Contractor), three references demonstrating similar services within the past three years, and criminal history record checks for all personnel accessing critical facilities and airport SIDA and AOA areas.

The procurement includes a Small Business Enterprise (SBE) price preference provision and a local preference ordinance allowing bidders with a permanent place of business in Palm Beach County or the Glades to receive a 5% local preference adjustment on award decisions. Insurance requirements vary by lot, with Lot #1 requiring Commercial General Liability Insurance at $500,000 per occurrence and Business Auto Liability at $500,000 combined single limit, while Lot #2 (PBIA) mandates increased minimums of $5,000,000 each. Work performance standards require labor to commence within four hours for normal requests or two hours for emergencies, with completion expected within forty-eight hours; overtime applies at 1.5 times the standard rate for work between 5:00 p.m. and 8:00 a.m. and at 2 times the standard rate for emergency and holiday work. Labor and parts are billed separately, with parts supplied at the bidder's cost plus shipping and reimbursable at cost. The contract is funded with federal funds from the U.S. Department of the Treasury and is subject to all applicable federal compliance requirements, including Davis-Bacon prevailing wage provisions for any construction-related repair work exceeding $2,000. The County anticipates spending approximately $300,000 over the full contract term, though it reserves the right to increase or decrease this amount based on actual requirements, with award to be made on a lot-by-lot basis to the lowest responsive, responsible bidder.
