About this opportunity

The Kentucky Transportation Cabinet (KYTC) Division of Purchases is requesting bids for overhead door repair, installation, and maintenance services across its Western Region on an on-call basis, with bids due July 2, 2026 at 1:30 p.m. Eastern Time. Questions are due June 18, 2026 at 4:00 p.m., with responses by June 25.

The scope covers non-emergency repairs, emergency service, and miscellaneous parts for overhead doors at KYTC facilities across 42 counties in Kentucky. Acceptable door manufacturers are Safeway, CHI, Raynor, or equivalents; door operators must be manufactured by Liftmaster or equivalent. Non-emergency repairs must be completed within 24 hours of notification; emergency repairs must secure the building within 8 hours. Liquidated damages are $100 per day for non-emergency repair delays and $200 per day for emergency service failures. Bidders must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance if delivery or on-site services are performed.

Pricing is submitted on a firm basis for 200 hours of non-emergency repairs, 100 hours of emergency service, and a percentage discount off manufacturers' published catalog prices for miscellaneous parts. Price increases are prohibited during the initial 12-month contract period and subject to justification thereafter based on industry-wide changes. The initial contract period runs August 1, 2026 through July 31, 2027, with four optional one-year renewal periods available at mutual written approval.

Evaluation employs a best-value ranking of 85 points for price, 5 points for response time, and 10 points for percentage discount. Kentucky resident bidders are eligible for reciprocal preference if applicable. All bidders must be registered in the Commonwealth's eProcurement system; online bidding through the Kentucky Vendor Self Service portal is the only accepted submission method. The tentative award date is July 10, 2026.
