About this opportunity
The City of Tampa is soliciting bids to establish fixed firm pricing for overhead door installation, repair, and replacement services on an as-needed basis, with bids due November 16, 2026 and a pre-bid meeting on October 29. This is a sheltered-market procurement restricted to certified Small Local Business Enterprises (SLBEs); only bids from current City of Tampa certified SLBEs will be considered, and proof of SLBE certification must accompany the submission.
The scope covers installation, repair, and replacement of overhead doors, openers, gates, and access control systems; furnishing all labor, tools, transportation, supervision, equipment, materials, and supplies; and scheduled preventative maintenance. The awardee must provide one or more crews available 24 hours per day, 7 days per week, with 24/7 dispatch procedures and on-site communication devices.
Minimum qualifications include proper licensing, a service facility located within 35 miles of City Hall, three local commercial references with similar contracts of one year or more, disclosure of any contracts terminated for cause within five years, comprehensive employee training and safety program documentation, and a current business tax receipt. Bid prices must be firm, F.O.B. Tampa, Florida, including all shipping costs, taxes, and patent-related expenses. The City is exempt from state and federal sales and use taxes, which must be included in the bid price.
The contract term runs one year from the effective date of award with options for mutual renewal for three additional one-year periods, plus unilateral City renewal rights for up to three additional 30-day periods. A price escalation/de-escalation provision is permitted annually after the first year, not to exceed the previous year's Consumer Price Index for All Urban Consumers percentage change, with 90 days' written notice required. The City reserves the right to award to multiple bidders by division or in combination. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on November 16, 2026. The pre-bid meeting is scheduled for 10:00 a.m. on October 29, 2026, at Hanna City Center, 2555 E Hanna Avenue, Tampa, Florida.
