About this opportunity

The City of New London, Connecticut is soliciting bids under Invitation for Bids Project ID 2027-03 CONL for outsourced controller services on the Water Street Parking Garage Expansion Project, with a non-mandatory pre-proposal meeting on November 4, 2026 at 10:00 a.m. via Zoom. Written questions are due November 11, 2026 at 2:00 p.m., and responses are due December 1, 2026 at 2:00 p.m. through the City's OpenGov e-Procurement Portal. The City's employment preference goals require good faith efforts to employ 25 percent local residents and 10 percent apprentices on projects exceeding specified thresholds.

The controller manages project finances, accounting, financial reporting, budgeting, and fiscal controls through the design and construction phases of the expansion. The expansion adds approximately 250 net new spaces to the existing garage of approximately 1,000 spaces, tied to the Coast Guard Museum's August 2027 opening. Construction is expected to begin in summer 2027, with completion 12 to 18 months later, and the engagement term is tied to that construction timeline. Required insurance includes general liability of $2 million per occurrence and $2 million aggregate, professional liability of $2 million, excess/umbrella liability of $10 million, and workers' compensation. Proposals must include non-collusion affidavits, affirmative action statements, EEO certifications, vendor registration forms, W-9s, and non-segregated facilities certifications.

Pricing requires a single lump-sum line item for the Controller Services Fee. The City will award to the lowest responsible, qualified proposer based on net cost and City specifications. Payment terms are net 45 days after receipt of goods or invoice. The City's master contract template provides for 5% retainage released one year after project completion and acceptance, and for termination by the Mayor without cause upon City Council approval. Funding is subject to annual City appropriations.

Opportunity text

The existing Water Street Garage, which currently provides close to 1,000 parking spaces, will be expanded to add approximately 250 net new spaces. This expansion is directly tied to one of the most significant developments in the city's history: the new Coast Guard Museum, currently under construction along New London's waterfront and slated to open in August 2027.

Garage expansion construction is expected to break ground in the summer of 2027, with completion anticipated 12 to 18 months following groundbreaking - meaning the expanded facility will come online after the museum opens its doors. The museum is expected to draw over 300,000 visitors annually, and this garage expansion ensures the city will be ready to accommodate that demand with safe, modern, and convenient parking.
