About this opportunity

Pierce County is soliciting proposals on a Request for Proposal (RFP) basis for regionalized outreach services for homeless households throughout Pierce County, with proposals due August 5, 2026 at 2:00 p.m. and a non-mandatory pre-proposal meeting on July 16, 2026. Eligible proposers must be 501(c)(3) non-profit organizations or government entities holding active Washington State Unified Business Identifier, Federal Tax ID, and Unique Entity Identifier numbers.

Pierce County has allocated approximately $1.679 million to support proactive outreach engagement to individuals and families who are literally homeless, fleeing domestic violence, or youth at imminent risk of homelessness, distributed across five designated geographic regions using a Geographic Information System (GIS)-informed approach aligned with the Pierce County Comprehensive Plan to End Homelessness. The County anticipates awarding multiple contracts to up to five qualified providers but reserves the right to make fewer awards, partial awards, or no awards based on proposal quality, available funding, and community need. Funding sources include Document Recording Fee, State Consolidated Homeless Grant, State Emergency Housing Funds, Emergency Solutions Grant, and State Emergency Solutions Grant.

Proposers must demonstrate experience with HMIS and GIS data systems, Coordinated Entry certification, and ability to serve diverse populations including veterans, youth, families, individuals with chronic homelessness, people with disabilities, domestic violence survivors, and older adults. Administrative costs are capped at 15 percent of total direct program operations; direct client assistance is limited to $100 per client for minor needs. Performance targets include GIS mapping utilization (100%), Coordinated Entry connection (60%), exits to permanent housing (10%), HMIS data quality (95%), HMIS timeliness (95%), and grant spending timeliness (100%), with growth benchmarks required for projects not meeting targets.

The initial contract term runs from April 1, 2027 to June 30, 2028, with options for the County to extend for four additional twelve-month periods at its sole discretion. Questions are due July 22, 2026. Award notification is expected in October 2026, with debriefing conferences scheduled for October 19–22, 2026, and estimated contract execution by March 31, 2027.
