About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bids (RFB) 758 2200000274 on November 15, 2021, for the procurement of outdoor furniture to support Lake Cumberland State Resort Park located in Nicholas County. The solicitation requires vendors to supply seventeen categories of outdoor furniture items, including 24 padded arm chairs, 6 bar stools, 4 Lane bar stools, 6 pedestal dining bases with weighted umbrella bases, 3 tri-slat square tops with umbrella slots, 4 Apollo end tables, 3 Reynolds ottomans, 3 Reynolds love seats, 4 Loft large lounge chairs, 4 reticulated cubes, 1 Reynolds sofa, 6 Reynolds lounge chairs, 3 pedestal bar height bases with weighted umbrella bases, 6 tri-slat round tops, 2 Barlow bar height tables, 6 large Bridgewater umbrellas, and 2 smaller Bridgewater umbrellas, all specified with Woodard manufacturer models or approved equals. All items must be shipped FOB Destination Freight Prepaid and Allowed to Lake Cumberland State Resort Park in Jamestown, Kentucky, with billing directed to the Parks Purchasing Division in Frankfort. Vendors must submit bids electronically through the state's eProcurement system and are required to bid all line items with only one model or brand proposed per item; failure to comply results in a non-responsive bid determination. Written vendor questions were due by November 19, 2021 at 10:00 AM ET, and bids closed on November 30, 2021 at 1:30 PM ET. The contract will be awarded on a best value basis using a ranking approach with price weighted at 90 points and delivery at 10 points for a total of 100 points, with the lowest bidder receiving maximum points and other bids scored proportionally. Vendors must clearly state specific delivery times in working days, as vague terms may result in non-responsive bids, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. Vendors proposing alternate brands or specifications must submit descriptive literature with their bids for equality verification.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities, are eligible for applicable statutory preferences under Kentucky law. Prior to award, vendors must submit Revenue Form 10A100 (Kentucky Tax Registration Application), a Certificate of Authority from the Secretary of State if a foreign entity, required affidavits as outlined in Attachment B (Annual Affidavit and Other Affidavits), and EEO forms if applicable. Vendors must be registered in the Vendor Self Service System at least 24-48 hours prior to bid submission, and no paper bids are acceptable. Quotations must exclude federal excise tax and Kentucky sales or use tax from quoted prices. The solicitation does not specify unit costs or total contract amounts; however, the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. All inquiries regarding the solicitation should be directed to Commonwealth Buyer Keith Srutowski at 502-564-7007.
