About this opportunity
The County of Orange, OC Public Works is soliciting competitive bids for comprehensive OSHA Safety Training services across multiple operational domains. The fully electronic procurement seeks a contractor to provide safety training for County employees, covering equipment operation (backhoes, bulldozers, excavators, forklifts), defensive driving, hand and power tool awareness, personal protective equipment, traffic control, crane certification, rigging safety, first aid/CPR, and confined space training. The training program requires a sophisticated management system with 24/7 record access, automatic renewal reminders, individual department tracking, and student portals. Courses will range from 2-8 hours, with class sizes of 10-15 students, and will be conducted at locations determined by the County's Project Manager. The bid submission deadline is July 1, 2025, at 2:00 pm, with a proposed contract start date of October 3, 2025, and a five-year contract duration.
The County offers preference points for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with potential 5-8% bid price reductions. Bidders must provide detailed company information, references, state contractor's licenses, and demonstrate compliance with local and state business regulations. While specific contract pricing is marked as "to be determined" (TBD), the procurement will follow a firm fixed-fee arrangement. The contract includes provisions for travel reimbursement, cancellation fees, and potential additional work, with the County reserving the right to adjust contract terms and require price justifications. Accompanying the solicitation are critical supporting documents including a Labor and Material Payment Bond and a Performance Bond, which provide financial guarantees and protections for the County throughout the contract's execution.
