About this opportunity
The Commonwealth of Kentucky, Department of Labor, Division of Occupational Safety and Health Education & Training issued Request for Quotation (RFQ) 758 2000000156 for the procurement of OSHA Regulation Books to support state agency operations. The solicitation requests 74 copies of the 2020 Edition OSHA Construction Industry Regulations (Part 1926) in glossy paperback format and 74 copies of the 2020 Edition OSHA General Industry Regulations (Part 1910) in glossy paperback format. Each book must include comprehensive regulatory content, OSHA Forms 300, 300A, and 301, state and regional office directories, incidence rates, commonly cited standards, and letters of interpretation. Delivery of all materials is required by October 1, 2020, with all delivery costs to be included in the bid offer and delivery directed to 500 Mero Street, 3rd Floor, Frankfort, Kentucky 40601. Vendors' written questions were due by June 19, 2020 at 10:00 a.m. ET, and bids closed on June 26, 2020 at 1:30 p.m. ET via electronic submission through the Kentucky Vendor Self Service eProcurement system only. Award is based on a best value scoring methodology allocating 90 points to total cost offer and 10 points to delivery performance, with the lowest bidder receiving maximum points. All proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date, and vendors must bid all line items or face rejection as non-responsive.
Kentucky resident bidders receive reciprocal preference equal to preference given by nonresident bidders' states of origin, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 to 20 percent of maximum points. All bidders must submit Kentucky Tax Registration documentation, and out-of-state vendors must provide Secretary of State registration certificates. Vendors must provide quotations on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipment costs. Late delivery incurs a penalty of one percent per day deducted from the vendor's invoice for each day the delivery deadline is missed. All bidders must execute the Annual Affidavit for Bidders, Offerors and Contractors, which must be notarized and sworn under penalty of perjury, certifying compliance with Kentucky statutes governing campaign finance laws, tax obligations, disclosure requirements, and boycott prohibitions. No incumbent vendors or current contractors were identified in the solicitation documents, and no specific budget range or award value was disclosed.
