About this opportunity

The Palm Beach County Board of County Commissioners Community Services Department is soliciting proposals from nonprofit organizations to develop and operate Recovery Community Organizations and Recovery Community Centers serving individuals with substance use disorders and co-occurring mental health conditions, with proposals due July 22, 2026 at 12:00 PM EST.

Eligible applicants must hold current 501(c)(3) or 501(c)(4) IRS status, have been incorporated for at least one fiscal year, and demonstrate at least six months of prior service delivery. The scope requires development and management of person-centered, recovery-focused Recovery Hubs utilizing the Recovery Capital Index to measure participant resilience every 30 days. Services must serve Palm Beach County residents exclusively and are designated as funding of last resort, requiring applicants to exhaust other available funding sources before deploying OSF funds. Applicants must align programming with the County's Resilience and Recovery Ecosystem, the 2024 Behavioral Health and Substance Use Master Plan, and applicable Core Strategies under the State Opioid Settlement Agreement. Compliance with 2 CFR Part 200 and registration with the Florida Opioid Implementation and Financial Reporting System are required.

The total funding available for the Recovery Supports Recovery Hub category is $1.3 million for the entire contract period from October 1, 2026 through June 30, 2028, contingent upon annual Board appropriation and approval. Required performance outcomes include 70 percent of participants maintaining resilience with at least a one-point RCI increase in Year 1, escalating to 80 percent in Years 2 and 3, and participant engagement in employment, education, and housing acquisition. Review panels meet July 27, 2026 to score and rank proposals. Final Board approval is anticipated for October 6, 2026. A mandatory technical assistance conference was held July 7, 2026.
