About this opportunity
The Palm Beach County Board of County Commissioners Community Services Department is requesting proposals for opioid settlement funding to develop and operate peer-led Recovery Community Organizations and Recovery Community Centers (Recovery Hubs) throughout the county, with proposals due July 20, 2026 at 12:00 p.m. EST. Eligible applicants must be nonprofit organizations holding 501(c)(3) or 501(c)(4) status, incorporated for at least one fiscal year, with six months of prior service delivery experience, acceptable independent financial audits, and current liability insurance.
Recovery Hubs must provide person-centered, recovery-focused services to young adults, adults, and families with substance use disorders and co-occurring mental health conditions, with priority given to applicants serving marginalized communities in Tri-City Glades, Riviera Beach, West Palm Beach, Lake Worth Beach, and Delray Beach. Services include peer-led recovery coaching, employment and housing assistance, workforce development, community outreach, and family support, delivered by peer recovery support specialists certified through the Florida Certification Board. All programs must utilize the Recovery Capital Index administered every 30 days to measure participant resilience, employ evidence-based or evidence-informed practices, align with the 2024 Behavioral Health and Substance Use Master Plan, and comply with federal requirements under 2 CFR Part 200. Services must be limited to Palm Beach County residents with all activities conducted within the county. OSF funding must be used as a last-resort funding source after exhausting other existing funding, including insurance.
The contract term runs October 1, 2026 through June 30, 2028, contingent on annual Board appropriation and approval. Total funding available is $1.3 million for the two-year period. Administrative costs are capped at 5% of awarded funds, with up to an additional 5% available for continuous quality management planning. The review panel meets July 27, 2026, with funding recommendations to the Advisory Committee on Behavioral Health scheduled August 13 and final Board approval anticipated October 6. A "Cone of Silence" prohibits ex parte communications between applicants and county officials from July 20 through Board approval.
