About this opportunity

Palm Beach County Board of County Commissioners, Community Services Department is soliciting applications from qualified nonprofit organizations to develop and operate Recovery Community Organizations and Recovery Community Centers throughout Palm Beach County, with applications due July 20, 2026 at 12:00 PM EST, and a technical assistance conference scheduled for July 7, 2026. Eligible applicants must be nonprofit organizations holding current 501(c)(3) status, chartered or registered with the Florida Department of State, incorporated for at least one fiscal year, and having provided services for at least six months.

The scope encompasses person-centered, recovery-oriented services for individuals with substance use disorders and co-occurring mental health conditions, with particular emphasis on serving marginalized communities in the Tri-city Glades, Riviera Beach, West Palm Beach, Lake Worth Beach, and Delray Beach. Awardees must utilize evidence-based or evidence-informed practices with fidelity, measure resilience through the Recovery Capital Index administered every 30 days, and comply with the 2024 Behavioral Health and Substance Use Master Plan and the State Opioid Settlement Agreement Core Strategies or Approved Uses.

The total funding available is $1,300,000 for the complete contract term, with administrative expenses limited to 5% of awarded funds. The contract term runs October 1, 2026 through June 30, 2028. OSF funding must be used as a funding source of last resort; applicants must exhaust other existing funding such as insurance first. Awardees must establish vendor registration with Palm Beach County, maintain contractual liability insurance per specified terms, comply with 2 CFR Part 200 and state and county reporting requirements including submission to the Florida Opioid Implementation and Financial Reporting System, and participate in the County's continuous quality management program with quarterly reporting via SAMIS and satisfaction surveys submitted on a rolling quarterly basis. BCC approval is anticipated October 6, 2026. Review panel scoring meetings are scheduled for July 27, 2026, with funding recommendations posted by July 28, 2026.
