About this opportunity

Beaufort County, South Carolina is seeking a qualified vendor to install protective netting at Oscar Frazier Park through Invitation for Bid #112024. The project involves installing approximately 340 linear feet of netting, extending 40 feet high on the backside of the baseball field, with the critical requirement of preventing baseballs and softballs from penetrating onto an adjacent soccer/flag football field. The primary objective is to mitigate safety risks for participants on neighboring fields by creating a comprehensive ground-to-top protective barrier. Proposals are due on November 20, 2024, at 3:00 pm EST, with a mandatory virtual pre-bid conference scheduled for October 29, 2024, at 2:00 pm. The contract term is 45 calendar days, with contractors required to commence work within 10 calendar days of receiving the Notice to Proceed. Bidders must submit a 5% bid bond and performance and payment bonds for 100% of the contract price. The county will evaluate and award the contract to the lowest responsible bidder based on the total bid price.

The procurement includes specific requirements for small and minority business participation, with bidders required to comply with Beaufort County's Small and Minority Business Participation Program. Contractors must provide detailed documentation, including a good faith efforts checklist, non-discrimination statements, and a proposed utilization plan for small and minority businesses. The county will process progress payments monthly on a percentage-complete basis, retaining 10% of each payment until final completion. While the specific budget range is not explicitly stated, the project involves comprehensive netting installation with specific technical requirements. Bidders will need to demonstrate capability to install netting that completely blocks baseballs and softballs from passing through, with the ability to cover the entire 340-foot length and 40-foot height of the designated area. The county will waive its permit fees, though individual city or town permit fees remain the contractor's responsibility. Successful vendors must show technical proficiency in sports field protective netting installation and compliance with the county's small and minority business participation guidelines.
