About this opportunity
Barnwell County is seeking a qualified vendor to install protective netting at Oscar Frazier Park through an Invitation for Bid (IFB #022825) for a critical safety infrastructure project. The primary objective is to install approximately 340 linear feet of netting extending 40 feet high on the backside of a baseball/softball field to prevent baseballs and softballs from entering an adjacent soccer/flag football field. The netting must be engineered to completely block baseballs and softballs from passing through, providing comprehensive ground-to-top coverage to protect participants on the adjacent field. The bid documents were issued on January 28, 2025, with proposals due on February 28, 2025, at 3:00 pm EST. A non-mandatory pre-bid conference will be held virtually via Teams on February 11, 2025, at 2:00 pm. The contract has a specified term of 45 calendar days, with liquidated damages of $400 per day for project delays. Bidders must submit electronic proposals through the Procurement Portal and provide a 5% bid bond, comprehensive documentation, and compliance with various administrative requirements.
The procurement emphasizes small and minority business participation, with specific goals and reporting requirements outlined in the monthly compliance status report. Vendors must complete the Monthly Compliance Status Report tracking Small and Minority Business Enterprises (S/MBEs) involvement, including detailed documentation of subcontractor participation, contract amounts, and payments. While no specific budget range is explicitly stated, the county indicates that funding may come from state, federal, and/or county appropriations. The county reserves the right to terminate the contract if sufficient funds are not allocated. Bidders must demonstrate compliance with Title VI Civil Rights Act provisions and provide comprehensive business documentation, including insurance certificates, business organization details, and affirmative action statements. The county will pay monthly based on 90% of completed work, with a 10% retainage to be paid upon satisfactory project completion. The procurement process emphasizes local vendor participation and non-discrimination in contracting, with a structured approach to promoting economic opportunities for small and minority-owned businesses.
Opportunity text
Oscar Frazier Park has a baseball/softball field that backs up to a soccer/flag football field. The baseball/softball players are hitting home runs onto the soccer/flag football field and putting those participants in danger of being hit. The County is looking for a qualified vendor to install protective netting so participants on the adjacent field are protected. The project scope will be to install roughly 340' of netting which will be approximately 40' high on the backside of the baseball field. The netting installed should not allow a baseball or softball to pass through it and the netting should cover from the ground to the top 40' high.
