About this opportunity

Orwigsburg Borough in Schuylkill County, Pennsylvania, is seeking sealed bids for its 2025 Road Program Project through the PennBid online platform. The project involves comprehensive road infrastructure improvements, specifically asphalt milling, overlay, and full-depth asphalt reconstruction along various roadways within the borough. Bids will be received online until August 12, 2025, at 2:00 P.M., with bid results publicly announced during the Borough Council Meeting on August 13, 2025, at 7:00 P.M. Bidders are required to submit a bid bond or certified check representing 10% of the total bid amount, and the entire project will be awarded to a single contractor. All project specifications and documents are available at no cost through the PennBid website. Contractors must comply with Pennsylvania Wage Rates for projects exceeding $100,000 and submit a Public Works Employment Verification Form with their bid.

The procurement is subject to the Public Works Employment Verification Act, which imposes specific requirements on potential bidders. Successful contractors will be required to provide performance and payment bonds each covering 100% of the contract price, using a corporate surety approved by the borough. No bidder may withdraw their proposal within 60 days of the bid opening, and the borough reserves the right to reject any or all bids. While specific budget details are not explicitly stated, the project's comprehensive road reconstruction scope suggests a significant infrastructure investment. The procurement appears open to qualified contractors capable of performing municipal road rehabilitation work, with no specific set-aside designations for disadvantaged enterprises mentioned in the available documentation.
