About this opportunity
The Texas Health and Human Services Commission is requesting bids for orthotic equipment and services at Mexia State Supported Living Center, with responses due July 13, 2026 at 10:30 a.m. Bidders must hold state certification as external orthotic providers — a mandatory eligibility requirement that filters the bidder pool.
The scope includes evaluation of orthotic equipment needs, provision and modification of ankle/foot orthoses, insoles, shoe inserts, orthopedic footwear, and specialized helmets, plus regularly scheduled monthly orthotic clinics at the facility. The contractor must respond to service calls within four hours during business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time) and provide timely documentation of evaluations and recommendations.
Historical spending for these services was $45,000 for the prior fiscal year (September 1, 2025 through August 31, 2026), provided as a guideline only and not as a volume or compensation guarantee. Pricing must be submitted as firm, fixed prices on Exhibit G covering labor, equipment, materials, supplies, and all related expenses. The initial contract term runs from September 1, 2026 through August 31, 2027 with no renewal options, though HHSC may extend for up to one additional year at its sole discretion.
Bidders must demonstrate a minimum of three years' relevant experience and provide three verifiable references for similar services within the last three years. Required insurance includes workers' compensation, commercial general liability (minimum $1,000,000 per occurrence), commercial automobile liability, professional liability, and umbrella liability, maintained throughout the contract term. Comprehensive background checks on all personnel are required prior to work commencement. Award is made to the bidder offering best value based on ability to meet requirements, performance capability, and price, subject to HHSC Executive Commissioner approval. Questions are due July 3, 2026 at 10:30 a.m.; responses post by July 7, 2026.
