About this opportunity
The Michigan Department of Environment, Great Lakes, and Energy is requesting proposals for plugging and site restoration of nine orphan gas storage wells in New Haven Township, Gratiot County, under a direct solicitation (DS 260000000035), with proposals due July 21, 2026 at 3:00 p.m. Eastern and mandatory attendance at a pre-proposal meeting on July 9, 2026 at 10:00 a.m. Eastern at the New Haven Compressor Station. Eligibility is restricted to vendors previously awarded contracts through RFPs 210000000834, 220000000547, 220000001850, 220000002631, and 240000000951; all terms and conditions from the RFP prequalification process remain in effect.

Bidders must provide unit pricing for all 68 rated line items in the Schedule B Pricing Matrix covering labor, equipment, materials, and specialized services, and submit detailed project timelines with minimum categories of Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration. All pricing assumes 10-hour workdays and must include costs for site mobilization, equipment operation, waste disposal, environmental compliance, and site restoration. Davis-Bacon Act and prevailing wage requirements apply; approved classifications include Electrician, Roustabout Laborer, Toolpusher, Power Swivel Operator, Cementer, Welder (at $41.00/hour plus $40.00 fringe), and nine additional classifications at a unified rate of $39.57/hour plus $25.25 fringe.
Evaluation uses four equally weighted technical factors (25 points each): Key Personnel, Business Owned Equipment List, Company's Technical Experience and Ability, and Vendor Questions Worksheet. Proposals must score a minimum of 80 points for award consideration. The winning bidder is selected on best value; all quoted rates remain firm for the project duration with no price changes permitted without state approval. Questions are due by July 14, 2026. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable formats with individual attachments limited to 6 MB.
