About this file

This is a Schedule B Pricing Matrix for the Orphan Well New Haven Sec 31-33 project in Gratiot County, Michigan, administered by the state of Michigan's environmental agency. The project encompasses the plugging and remediation of nine orphan wells located in the New Haven Section 31-33 area. The pricing matrix establishes unit rates and quantities for all materials, equipment, labor, and services required to complete the well plugging operations, site restoration, and infrastructure removal activities. Bidders are required to provide pricing for all 68 line items listed in the matrix, designated as "rated items," regardless of whether the specific item is anticipated to be used on the project, with the understanding that rated items may become necessary if the scope of work changes or amendments are issued. The document mandates submission of a detailed project timeline assuming 10-hour workdays and requires bidders to assume all costs associated with site mobilization, equipment operation, waste disposal, environmental compliance, and site restoration within their pricing.

The pricing matrix establishes unit-based billing for labor, equipment rental, materials, and specialized services, with all costs expected to be reflected in the line-item pricing rather than inflated through overhead allocation to already-rated items. Bidders are prohibited from mobilizing, using, or charging for items without prior approval from the EGLE Project Manager, and any specialized equipment, supplies, services, or materials not explicitly listed on the matrix must receive project manager authorization before use. The contract contains provisions preventing double-billing, such as prohibiting separate invoicing of rig crews and laborers for the same work activities or charging for rated items used to complete lump-sum scope items. Overhead percentages may only be applied to unlisted materials invoiced at cost and cannot be added to hourly, daily, or unit rates already established in Schedule B. All pricing is due at $0.00 pending formal bid submission, with the grand total placeholder indicating that final project cost will be determined by the bidder's unit pricing multiplied by actual quantities consumed during well plugging operations.

NOTES:
1. You must submit a project timeline as outlined in DS document. Please assume 10-hour days.
2. Provide Quantity and Price/Unit for all items listed in the Bid Table, even if the item is not likely to be used for the project. We call this 'Rated Items' and have requested the unit pricing in the event
the Scope of Work changes, a change order (aka - Amendment) is necessary, or we move to a time and materials billing.
3. Bidder cannot mobilize, use, or charge for items in the pricing matrix without prior approval from EGLE Project Manager.
4. If a ‘rated item’ is used to complete a ‘lump sum’ item work activity included in the original scope of work, it cannot be invoiced separately.
For example, if you utilize an ‘excavator’ to complete concrete pad removal (‘Other Infrastructure Removal’ bid item), you cannot charge
for the excavator or operators hours as it should have been included as part of the lump sum price for ‘Other Infrastructure Removal’
5. Only 1 Contractor Site Supervisor can be invoiced per day of onsite work.
6. Rental and/or purchase of any specialized equipment, supplies, services, or materials must have prior approval from EGLE Project Manager.
7. Overhead % cannot be added to the hourly or daily rates of items already included on Schedule B when invoicing.
8. If a material, such as 'casing' is needed to properly plug the well and is not listed on this pricing matrix, it will be invoiced at cost plus the 'Overhead %'
9. Laborer includes but is not limited to: Roustabout, Heavy Equipment Operator, Tool Hand, and other similar positions. The Laborer rate will also be used by the rig crew when they are completing work activities not assoicated
with the rig, including but not limited to: laying mats, moving equipment, loading/offloading equipment and supplies or other similar general labor duties. Rig crew cannot be invoiced at the Laborer and 'Rig Crew'
line items at the same time, as that would be double-billing.
