About this opportunity
The Michigan Department of Environment, Great Lakes, and Energy is soliciting proposals for plugging, drilling, re-drilling, and site restoration of three orphan gas wells in Gratiot County (the S.S. Smith 2, MCGC NH-333-A, and MCGC NH-350A) under Direct Solicitation DS 260000000032, with proposals due July 21, 2026 at 3:00 p.m. Eastern and a mandatory pre-proposal meeting on July 9, 2026 at 10:00 a.m. Eastern at the New Haven Compressor Station. Only vendors prequalified through RFP numbers 210000000834, 220000000547, 220000001850, 220000002631, and 240000000951 are eligible to submit proposals — this prequalification requirement is a hard filter.
The project scope encompasses comprehensive well plugging services including site supervision, labor, equipment rental, specialized well-plugging equipment (BOP rentals, tubing, casing, wireline services), drilling fluids and additives, cementing services, waste disposal, and site preparation and restoration. Bidders must submit unit pricing for all 68 line items in the provided pricing matrix and project timelines broken down by Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration. All work is subject to Davis-Bacon prevailing wage requirements; approved wage classifications include Electrician, Roustabout Laborer, Toolpusher, Power Swivel Operator, Cementer, and nine additional classifications at $39.57 per hour plus $25.25 fringe benefits (Welder rates, $41.00 plus $40.00 fringe, require reclassification clarification). Wages must be paid weekly, retroactive to project commencement.
Evaluation will use a 100-point technical scoring system: Key Personnel (25 points), Business Owned Equipment List (25 points), Company Technical Experience and Ability (25 points), and Vendor Questions Worksheet (25 points), with a minimum threshold of 80 points required for award consideration. Bidder questions are due July 14, 2026. The State will evaluate qualified disabled veteran or service-disabled veteran-owned business status and is not obligated to accept the lowest-priced proposal. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats.
