About this opportunity
The Michigan Department of Environment, Great Lakes, and Energy is soliciting proposals for orphan well plugging and site restoration services covering 14 wells in Gratiot County, with proposals due July 21, 2026 and a mandatory pre-bid meeting on July 9. Only vendors previously awarded contracts under RFP numbers 210000000834, 220000000547, 220000001850, 220000002631, and 240000000951 are eligible to submit proposals; all terms and conditions from those prequalification processes remain in effect.
The scope encompasses plugging, abandonment, and site restoration for 14 wells operated by New Haven Energy LLC in New Haven Township, Section 4, Gratiot County, including wells with gas storage wellheads equipped with orbit valves. The contractor must submit pricing for all items in the provided pricing matrix, organized by minimum categories of site prep, mobilization/demobilization, plugging, and site restoration. Work assumes 10-hour days, and all specialized equipment, supplies, and materials require prior approval from the EGLE Project Manager before mobilization or use on site. The contract prohibits double-billing (such as invoicing both rig crew rates and laborer rates simultaneously) and restricts addition of overhead percentages to already-itemized hourly or daily rates.
All work is subject to Davis-Bacon Act prevailing wage requirements, financed with federal funds. Wage determination conformance letters establish rates including Electrician, Roustabout Laborer, Toolpusher, Power Swivel Operator, and Cementer at classification-specific rates per wage determination MI20260040 MOD 0; Rig Operator, Derrick Hand, Floor Hand, Water Truck Operator, Mud Truck Operator, Pump Truck Operator, Bulk Truck Operator, Wireline Operator, and Wireline Rigger at $39.57 per hour plus $25.25 fringe benefits; Bulldozer and Backhoe Operators at $41.28 per hour plus $25.25 fringe benefits; and Welders at $41.00 per hour plus $40.00 fringe benefits.
Evaluation criteria are key personnel (25 points), business-owned equipment adequacy (25 points), company technical experience and ability (25 points), and vendor questions worksheet responses (25 points), with a minimum score of 80 points required for award consideration. Best value, not lowest price, determines the winner. Questions are due July 14 at 3:00 p.m. Eastern, with answers posted by July 16. All rates quoted are firm for the project's duration with no price changes permitted. Service-disabled veteran-owned business status will be considered under MCL 18.1261(8) if applicable.
