About this file

This is a pricing matrix schedule for the Orphan Well Plugging Project in New Haven, Gratiot County, Michigan, submitted by the state of Michigan's Department of Environment, Great Lakes, and Energy (EGLE). The project encompasses the plugging and remediation of 14 orphan wells and requires bidders to provide unit pricing and quantities for a comprehensive range of services and materials. The scope of work includes contractor labor (site supervisors, laborers), equipment rental (various rig types, heavy machinery, and specialized tools), materials (casing, cement, drilling fluids, additives), and site preparation and restoration activities. Bidders must submit pricing for all listed items regardless of anticipated use, as these "rated items" serve as contingency pricing should the scope of work change or amendments become necessary. The contract assumes 10-hour work days, and all specialized equipment, supplies, or materials require prior approval from the EGLE Project Manager before mobilization or use on site.

The pricing matrix establishes hourly, daily, and per-unit rates for labor, equipment, and materials, with all prices currently listed at $0.00 pending bidder submissions. The contract includes specific provisions prohibiting double-billing of services—such as invoicing both rig crew rates and laborer rates simultaneously—and restricting the addition of overhead percentages to already-itemized hourly or daily rates. An overhead percentage line item is included for subcontracted services, rentals, and materials. The contract limits invoicing to only one Contractor Site Supervisor per day of onsite work and requires that costs for rated items used to complete lump-sum activities be absorbed within those lump-sum prices. Materials not listed on the pricing matrix may be invoiced at cost plus the approved overhead percentage with prior EGLE approval.

NOTES:
1. You must submit a project timeline as outlined in DS document. Please assume 10-hour days.
2. Provide Quantity and Price/Unit for all items listed in the Bid Table, even if the item is not likely to be used for the project. We call this 'Rated Items' and have requested the unit pricing in the event
the Scope of Work changes, a change order (aka - Amendment) is necessary, or we move to a time and materials billing.
3. Bidder cannot mobilize, use, or charge for items in the pricing matrix without prior approval from EGLE Project Manager.
4. If a ‘rated item’ is used to complete a ‘lump sum’ item work activity included in the original scope of work, it cannot be invoiced separately.
For example, if you utilize an ‘excavator’ to complete concrete pad removal (‘Other Infrastructure Removal’ bid item), you cannot charge
for the excavator or operators hours as it should have been included as part of the lump sum price for ‘Other Infrastructure Removal’
5. Only 1 Contractor Site Supervisor can be invoiced per day of onsite work.
6. Rental and/or purchase of any specialized equipment, supplies, services, or materials must have prior approval from EGLE Project Manager.
7. Overhead % cannot be added to the hourly or daily rates of items already included on Schedule B when invoicing.
8. If a material, such as 'casing' is needed to properly plug the well and is not listed on this pricing matrix, it will be invoiced at cost plus the 'Overhead %'
9. Laborer includes but is not limited to: Roustabout, Heavy Equipment Operator, Tool Hand, and other similar positions. The Laborer rate will also be used by the rig crew when they are completing work activities not assoicated
with the rig, including but not limited to: laying mats, moving equipment, loading/offloading equipment and supplies or other similar general labor duties. Rig crew cannot be invoiced at the Laborer and 'Rig Crew'
line items at the same time, as that would be double-billing.
