About this opportunity

The City of Orlando is soliciting proposals for forensic towing, storage, and recovery services for the Orlando Police Department with 24/7/365 availability and dispatch capabilities, with sealed proposals due July 29, 2026 at 2:00 PM Local Time. The City reserves the right to award multiple contracts and designate a Primary Contractor and one or more Secondary Contractors; the City may bypass the Primary Contractor and utilize Secondary Contractors based on response time, specialized expertise, availability, workload balancing, emergency conditions, or performance concerns.

The scope includes Classes A, B, C, and D wreckers, specialized equipment including a SpeedCrane wrecker and low-boy tractor trailer, and secure storage facilities within a 15-mile radius of the Orlando Police Department Property and Evidence Facility. The contractor must maintain a 30-minute response time and comply with detailed Orlando Police Department policies governing vehicle towing, storage, inventory procedures, chain-of-custody protocols for seized and evidence vehicles, and forensic handling requirements. The contractor must have been in the towing business for at least three years prior to the due date, maintain demonstrated forensic towing experience for law enforcement, hold all required Florida permits and licenses, and provide annual vehicle inspections by certified technicians.

The initial contract term is three years with options for up to three additional 12-month renewal periods for a cumulative maximum of 72 months. Pricing must be fixed-fee for all towing services with no separate reimbursement for tolls, merchant fees, fuel surcharges, or travel costs; all expenses must be incorporated into the total price. Prices offered shall remain firm for the initial contract term, with adjustments for renewal periods permitted only upon documented request based on the Consumer Price Index. Required pricing includes towing rates, storage charges for inside and outside storage, hourly labor rates for specialized services, and waiting time fees after the first 30 minutes. The contractor must accept cash, cashier's check, money order, debit cards, and credit cards.

Evaluation criteria allocate 35 points to experience and management qualifications, 35 points to the operations plan, 28 points to price, and 2 points to Veteran Business Enterprise participation. A non-mandatory pre-proposal conference is scheduled for July 9, 2026 at 11:00 AM via Microsoft Teams. Written questions are due by July 17, 2026 at 5:00 PM.
