About this opportunity

Okaloosa County, Florida is seeking a vendor to provide on-call grinding services for yard waste at Baker Landfill and Wright Landfill through Request for Proposals (RFP) PW 08-26. The procurement involves a comprehensive "turn-key" grinding operation for organic materials including trees and palm fronds that pass through a six-inch screen, with approximately 85% of processing occurring at Wright Landfill and 15% at Baker Landfill. The vendor will be responsible for complete grinding operations, including mobilization, material pushing, loading, grinding, stockpile management, measurement, and demobilization. Proposals are due November 19, 2025, at 3:00 PM CST, submitted electronically through BidNet Direct, with the contract term beginning January 1, 2026, and lasting one year with potential for four additional one-year renewals. The proposal evaluation will be based on a 100-point system: operational plan (30 points), cost proposal (20 points), equipment and resources (20 points), experience and qualifications (20 points), and innovation (10 points). Grinding events are expected to be completed within 30 days of commencement, with grinding to begin no later than 14 days after the county's request.

The RFP does not explicitly mention set-aside designations or restrictions for specific enterprise types. Payment will be calculated based on loose inbound tonnage recorded in the county's Waste Works accounting system, with county personnel only involved in moving ground material after measurement and agreement between parties. The county estimates semi-annual grinding under normal landfill operational conditions, though frequency may be modified by mutual agreement. While specific budget ranges are not detailed, the county notes flexibility in volume and frequency between grinding visits. The solicitation suggests vendors should have substantial equipment resources, operational capabilities, and experience in large-scale organic waste grinding operations. Potential respondents will need to demonstrate comprehensive capabilities in waste processing, equipment management, and efficient operational logistics to be competitive in this procurement opportunity.

Opportunity text

The County is seeking a vendor to supply On-call grinding of yard waste that passes through a six (6) inch screen (including trees, palm fronds, etc.) at Baker Landfill (BLF) and Wright Landfill (WLF) in Okaloosa County. Pricing shall include Mobilization, Setup, Grinding, and Demobilization. The County estimates grinding semi-annually under normal landfill operational conditions. Frequency modifications of the timeline between visits due to abnormal operational conditions may be made upon mutual agreement of both parties. The County is not responsible for variance in volume or frequency from visit to visit. Of the total yard waste processed by the County, approximately 85% is processed at WLF and 15% at BLF. Under normal landfill operational conditions, WLF material is staged in two piles. Staged material at BLF is typically a single pile. It is expected that a grinding event will be considered complete when all material on the staging deck at the time grinding commences is processed. A WLF/BLF grinding event should be completed within 30 days of the date grinding commences. An extension may be requested from the County if mitigating circumstances arise. Grinding shall begin no later than 14 days after a request is submitted by the County. Vendor will be responsible for grinding/processing all material on site. This may require size reduction prior to grinding, but all material is to be ground. It is the responsibility of the vendor to handle all operations related to the "Turn-Key" grinding operations including, but not limited to: • Mobilization • Pushing loose material to the grinder • Feeding/loading the grinder • Grinding Type • Pushing ground material from discharge side to a stockpile • Measuring the pile • Invoicing • Demobilization NOTE: County personnel and equipment will only be used to move ground material from the stockpile once the measurement has been agreed upon by both parties. The vendor will be paid based on loose In-bound tonnage recorded in the County's Waste Works accounting system.
