About this opportunity

Howard County, Maryland is requesting bids for organic oil products for dust suppression and processing aid at the Little Patuxent Water Reclamation Plant in Savage, with proposals due September 23, 2026 at 11:00 a.m. and a pre-bid conference scheduled for September 9, 2026 at 10:00 a.m. at the facility.

The County imposes a 15% Equal Business Opportunity (EBO) subcontracting goal for certified minority business enterprises (MBEs), women business enterprises (WBEs), and disabled business enterprises (DBEs). Prime contractors must identify intended EBO subcontractors prior to bid submission; certified MBE/WBE/DBE prime contractors may count 100% of self-performed work toward the goal. The County will grant subcontracting waivers only in rare circumstances after documented good faith efforts. Additionally, the County awards a price preference not exceeding 5% for environmentally preferable products meeting lifecycle sustainability criteria.

The scope calls for organic oil certified by the Organic Materials Review Institute (OMRI), derived from organic renewable vegetable-based or non-petroleum sources. The County's preference is for Emerion 3916 oil or a comparable product. Estimated annual requirement is 30 totes in 275-gallon containers delivered FOB Destination with inside delivery within three working days of order placement, 8:00 a.m. to 3:00 p.m., Monday through Friday. Bidders must submit a current OMRI certificate and OSHA Form 20 Safety Data Sheet with proposals.

The contract commences on or about September 25, 2026 for an initial one-year term with five optional one-year renewal periods at the County's sole discretion. Prices remain firm for one year; price adjustments for renewals require advance written notice and supporting manufacturer documentation, limited to actual cost increases. Award will be made to the lowest responsive and responsible bidder; lead time for delivery is a stated evaluation factor. The County reserves the right to extend contract terms to other public bodies through cooperative purchase arrangements. Contractors must maintain Commercial General Liability ($1 million combined single limits), Automobile Liability ($1 million), and Worker's Compensation Insurance (statutory with $100,000 employer's liability limits).
