About this file
This is an Invitation for Bid (IFB) required forms document for Howard County, Maryland's Office of Procurement and Contract Administration related to the procurement of organic oil for biosolids dust suppression at the Little Patuxent Water Reclamation Plant. The solicitation requires bidders to complete mandatory affidavits and contractor information forms, including declarations regarding collusion, conflicts of interest, bribery convictions, employment discrimination compliance, and Iran investment activities. Bidders must also certify compliance with Maryland's election law regarding campaign contributions for contracts valued at $200,000 or more over a 24-month period. The contractor information section requests company details, federal tax identification, contact information, and authorized signatory verification. Delivery terms are specified as F.O.B. Destination with inside delivery, and bidders must indicate delivery timeframes and accept payment via Visa cards without additional processing fees.
Howard County requires bidders to confirm the existence of written non-discrimination policies covering protected classes including race, creed, religion, handicap, color, sex, national origin, age, occupation, marital status, political opinion, sexual orientation, gender identity, personal appearance, familial status, and source of income. Payment terms default to net 30 days unless otherwise specified. The county is tax-exempt, and all bid prices are considered maximum with no allowance for tax increases or other cost escalations. The solicitation also includes a Veteran-Owned Business Enterprise (VOBE) program form requiring bidders to identify whether they are SBA-certified veteran-owned businesses or propose veteran-owned subcontractors, aligned with the county's aspirational goal of achieving 1 percent of total procurement dollar value through veteran-owned enterprises.
