About this opportunity

The Oregon Business Development Department is requesting proposals on behalf of the Oregon Arts Commission for an experienced strategic planning consultant to develop a two-year strategic plan, with proposals due September 8, 2026, at 3:00 p.m. Pacific Time and questions due by August 28, 2026. The procurement encourages participation from certified disadvantaged businesses, minority-owned businesses, women-owned businesses, veteran business enterprises, and emerging small businesses under Oregon Revised Statute Chapter 200; this is a participation encouragement rather than a set-aside or mandatory preference.

The scope requires the consultant to facilitate a structured, inclusive planning process with staff and commissioners, conduct stakeholder engagement across Oregon's arts community, conduct strategy development workshops, and deliver a comprehensive, actionable strategic plan with measurable outcomes and implementation guidance. Proposers must be Oregon-based businesses registered in OregonBuys with demonstrated experience working with public agencies on strategy development, community-centered design, and compressed timelines. The consultant operates as an independent contractor and must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate.

The proposed budget is $30,000 for a nine-month initial term with possible renewal for up to three additional months pending budget availability. Price proposals must include detailed line items for personnel, travel, supplies, overhead, and time estimates for each activity. Evaluation is weighted 40 points for Experience and Qualifications, 40 points for Project Implementation Plan, and 20 points for Price Proposal. The contract uses fixed-price methodology with payment contingent on OBDD's approval of invoices following completion and acceptance of deliverables at specified milestones. Notice of Intent to Award is anticipated October 1, 2026. Proposals must be submitted electronically and are limited to four pages plus required attachments. All proposals become state property and are subject to public inspection after the Intent to Award is issued.
