About this file
This is a Certified Disadvantaged Business (CDB) Outreach Plan attachment for RFP S-12300-00017811 issued by the Oregon Business Development Department on behalf of the Oregon Arts Commission for a Strategic Planning Consultant position. The procurement seeks an experienced strategic planning consultant to lead an accelerated planning process that will result in a clear, actionable two-year strategic plan. The consultant will guide staff and commissioners through a structured, inclusive process centered on community needs, organizational priorities alignment, and the production of a measurable outcomes roadmap. The document serves as a standardized template requiring proposers to document their outreach efforts and commitment to including certified disadvantaged business enterprises in subcontracting opportunities.
Proposers must certify their commitment to providing certified firms—defined as small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID) including disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, veteran-owned businesses, and emerging small businesses—with equal opportunity to participate in contract performance. Proposers must disclose their own certification status, list previous contractual relationships with certified and non-certified disadvantaged firms from the past two years, identify anticipated subcontracting opportunities with estimated dollar values, describe solicitation steps for certified firms, and confirm willingness to report subcontractor identity and subcontract values to COBID if awarded. The outreach plan information is not scored in the evaluation process but serves as a compliance and transparency mechanism to ensure equitable participation of certified firms in state-funded contracts.
