About this opportunity

The City of Detroit Office of Contracting and Procurement is announcing a sole-source procurement for Oral Health Services under Detroit City Code Sections 17-5-12(g) and 17-5-154, with responses due October 8, 2026 at 3:00 p.m. EST. The intended sole-source vendor is My Community Dental Centers, located in Petoskey, Michigan.

The scope encompasses comprehensive dental center services, including preventive care, treatment and control of oral disease, periodontal disease management, dental caries prevention, tooth extraction, restoration, and replacement services. The contractor is responsible for all claims submission and billing through an electronic medical records and billing system, employee compensation and benefits, professional liability insurance, and general liability insurance. Eligible recipients include persons without dental insurance, those covered by Medicaid, MIChild, Healthy Michigan Plan, Healthy Kids, or other public assistance programs, and persons with commercial insurance.

The contract term is two years with no specified renewal options. The City will provide quarterly intergovernmental transfers to the Michigan Medical Services Administration to cover the non-federal share of Medicaid Public Dental Center Enhanced Reimbursement Rate payments. The contractor will remit 5 to 10 percent of statewide commercial equivalent non-Healthy Kids Dental Medicaid billings quarterly, not to exceed $360,000 annually. Fees charged to non-Medicaid patients are determined by the contractor's approved sliding fee schedule. The contract total value is listed as $0.00 because the contractor will be reimbursed directly by the State of Michigan and commercial payers based on claims submitted.

Responses must provide clear and convincing evidence of capability to fulfill requirements and include organizational capacity documentation, key personnel resumes, and evidence of at least three relevant projects completed within the last five years. All questions must be submitted through the Supplier Portal within seven business days of publication. Responses are required through the EUNA Bonfire portal. The City reserves the right to modify services after contract approval or to conduct competitive procurement based on responses received.
