FEES AND REIMBURSABLE EXPENSES

CONTRACTOR will submit claims and bill for Dental Center Services it provides utilizing its own provider identification number(s) and will be paid directly for such services by the entities it bills. For the periodic Medicaid Public Dental Center Enhanced Reimbursement Rate payments, CONTRACTOR will receive the entire amount of the payments, including both the amount of the federal share and the amount of the state share.

The City will provide an intergovernmental transfer (IGT) of funds to the Michigan Medical Services Ad-ministration, quarterly, or as otherwise determined by the Michigan Medical Services Administration, by the date provided on the Notice of Program Reimbursement, to pay the non-federal share of Medical Public Dental Center Enhanced Reimbursement Rate payments for Dental Center Services provided by CONTRACTOR as a Public Dental Center on behalf of the City of Detroit Health Department (City).

The amount of the intergovernmental transfer of funds to be provided by the City is the non-federal share of the difference between the Medicaid fee screen rate and the average commercial rate for Medicaid-eligible Dental Center Services, as determined by the Michigan Medical Services Administration.

CONTRACTOR will pay the City for Public Health Programs services provided by the City of Detroit Health Department (City). The amount to be paid by CONTRACTOR to the City will be determined quarterly and paid quarterly commencing the fourth (4th) month of center operations, based upon the volume of Dental Center Services provided by CONTRACTOR and Public Health Program services provided by the City. The amount of the quarterly payment for Outreach and other related services as described above will be calculated quarterly and will equal five to ten percent (5% to 10%) of the statewide commercial equivalent of non-Healthy Kids Dental Medicaid billings for that quarter. The amount will vary depending upon the volume of Medicaid services delivered. The amount paid for services rendered under this Contract will not exceed $360,000.00.

Quarterly, the State of Michigan relays information to the Contractor related to claims paid, total average commercial rates, and required intergovernmental transfers (IGT payments) from the City.

These calculations are based on claims paid within the adjustment quarter for dates of service up to six quarters old.

The Contractor notifies the City of their IGT obligation upon receiving from the State of Michigan and outlines the payment deadline. The State of Michigan must receive the payment from the City and all other local health departments before the process can continue. Once all IGT payments have been received, a Community Education and Outreach payment will be issued to the City per the outlined terms.

Upon termination for any purpose, both parties are responsible for performance on the terms of the contract for upwards of six quarters past the termination date due to the underlying funding processes.

The State of Michigan dictates the timing and amount of required payments from the local health departments, based on services provided by the Contractor which would have been provided during the contract period. The percentage amount that is used for the quarterly payment and IGT estimates will be reviewed annually and agreed to by both CONTRACTOR and the health department, beginning one year from commencement of dental services.

Funds generated in excess of costs, in part, will be used to create, administer, and report activity to the City, and to support a sliding fee schedule to support the cost of care for those individuals who qualify by parameters established by CONTRACTOR. Fees to be charged (fee schedule) is not applicable as it relates to this contract. Payments are determined by the process outlined above, there is no set fee.
