About this opportunity
The Maryland Department of Health's Developmental Disabilities Administration is requesting proposals for Oracle software license renewals under a Purchase Order Request for Proposals (PORFP), with proposals due August 25, 2026 at 3:00 p.m. EST. This procurement is restricted to Master Contractors on the COTS 2012 Master Contract (060B2490021) and is designated a Small Business Reserve (SBR) set-aside, limiting eligibility to certified small business vendors meeting Maryland's statutory requirements under State Finance and Procurement Article 14-501 through 14-505.
The scope encompasses 16 line items of Oracle software products for renewal, including Oracle Enterprise Edition Database, Advanced Security, Diagnostics Pack, Tuning Pack, Advanced Compression, WebLogic Server Standard Edition, and various Named User Plus licenses. Quantities range from 2 to 100 licenses depending on product and licensing model (processor-based or named user). All licenses are perpetual with renewal dates spanning July 1, 2026 through June 30, 2027.
Place of performance is 201 West Preston Street, Baltimore, Maryland 21201. Master Contractors must include all software licensing agreements, end-user license agreements, enterprise license agreements, and acceptable use policies with their proposals. Pricing must remain valid for at least 90 days following the proposal deadline. Bidders must provide estimated ship dates and manufacturer's suggested retail prices. Evaluation will be based on conformance with specifications and price, with award to the responsive and responsible Master Contractor providing the most advantageous offer. Invoicing directs to Seung.Kim@Maryland.gov or the Baltimore address, with charges billed within 30 days of acceptance for one-time items or annually for recurring items. Amendment 1 to the base contract M00B7600264 was posted August 18, 2026.
