About this opportunity
The Washington Suburban Sanitary Commission (WSSC) in Prince George's County, Maryland is soliciting sealed proposals for Oracle EBusiness Suite (EBS) Process Assessment & Future-State Design services through an RFP process. The project requires a qualified vendor to conduct a comprehensive assessment of WSSC's current on-premises Oracle EBS environment and design optimized future-state business processes aligned with Enterprise Resource Planning (ERP) and Human Capital Management (HCM) Software as a Service (SaaS) capabilities. The engagement encompasses eight in-scope modules including Procurement, Inventory, Accounts Payable, iSupplier Portal, Oracle Human Resources Management System (HRMS), Payroll, General Ledger, and any newly identified modules, with all deliverables due within a 180-day contract term from execution. Minimum qualifications require certification as an ERP/HCM SaaS implementer, assigned certified key personnel with current certifications for each module, a minimum of ten years of Oracle EBS functional experience combined with five years of ERP/HCM SaaS experience, and completion of at least two prior engagements within the past five years involving As-Is assessments and To-Be process design supporting SaaS migrations with references from similar-sized organizations. Evaluation criteria weight Technical Expertise and Qualifications at 20 percent, Approach and Methodology at 40 percent, Deliverables and Work Quality at 10 percent, Cloud Migration Readiness and Insight at 15 percent, and Pricing at 15 percent, with vendors required to submit fixed lump-sum pricing with detailed cost breakdowns by labor classification and hourly rates. Sealed proposals must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater no later than 2:00 PM on Monday, May 25, 2026, with late submissions not accepted, and no bidders' conference or site visit is specified.
The solicitation includes Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) optimization program requirements, with vendors encouraged to include certified MBE/SLBE subcontractors in their proposals. All vendors must register in WSSC's Supplier Portal System to conduct business with the organization. The contract carries a fixed value of $250,000.00 for the six-month engagement and includes an intergovernmental and cooperative purchasing clause that permits other governmental entities and cooperative purchasing organizations within the Mid-Atlantic region to leverage the resulting contract terms and pricing without conducting separate competitive procurements. Required insurance coverage includes Commercial General Liability insurance of $500,000 per occurrence and $1,000,000 general aggregate, as well as Technology Errors or Omissions Liability insurance of $500,000. WSSC reserves the right to make a single award to the most responsible and responsive offeror and may conduct discussions and request Best and Final Offers (BAFOs) from shortlisted vendors. Historical contracting data for similar work shows total contract awards ranging from $5,482.65 to $5,000,000.00 with subcontracting utilization between 2.51% and 8.99%.
