WSSC Water seeks qualified consulting firms for on-call professional services that develop Business Case Evaluations, with work authorized through individual Task Orders. The covered areas are architecture and engineering, facilities and real property management, capital improvement program controls, software evaluation services, non-asset solutions, public and community outreach or the Mandatory Referral Process, economic analysis, and software. The Commission does not guarantee any minimum quantity of work and reserves the right to award multiple contracts to meet operational needs. Offerors must demonstrate successful performance of comparable services through three customer references from the past five years. Subcontractors may not exceed 49 percent of contract value, and all subcontractor payments must be reported through WSSC's Web-Based Compliance System. Required insurance includes Commercial General Liability at $1,000,000 per occurrence, Umbrella Liability at $5,000,000, Errors and Omissions Liability at $2,000,000, Cyber Liability at $2,000,000, and Employee Dishonesty Coverage at $1,000,000, maintained throughout the term.

Proposals are evaluated for the most advantageous offer to WSSC, weighted as Technical Approach and Methodology (40%), Qualifications and Experience of Key Personnel (30%), Firm's Experience (25%), and Pricing (5%). Labor rates must remain firm for the contract duration. The technical proposal is limited to 80 single-sided pages in four tabs covering firm experience, key personnel, technical approach, and exceptions. Exceptions to the contract documents must be identified at submission because the documents are not subject to negotiation after award. WSSC may conduct discussions and request Best and Final Offers from shortlisted offerors, with vendor discussions set for January 26–27, 2027.
