About this opportunity
The Oregon Department of Transportation (ODOT) is requesting bids for the OR 140: Culvert Repair Project spanning milepost 50.40 to 72.14 in Klamath and Lake Counties under ITB, with bids due June 11, 2026 through the OregonBuys electronic procurement system. No pre-bid conference is scheduled.
Bidders must hold a valid Oregon State Construction Contractors Board (CCB) license prior to bidding and must maintain a Public Works bond filed with the CCB before commencing work. State Buy America requirements apply under ORS 279C.303 — steel, iron, coatings, and manufactured products must be produced in the United States, with no waiver for piling, rebar, steel beams, guardrail, or corrugated metal culverts.
The scope encompasses work-zone traffic control, temporary water management facilities, cleaning and closed-circuit television (CCTV) inspection of multiple culverts, and installation of cured-in-place pipe (CIPP) liners across 20 culvert locations ranging from 18 to 36 inches in diameter, totaling approximately 1,065 linear feet. Contractors must select one of three approved rehabilitation methods per location: CIPP lining, GRP CIPP lining with UV cure, or thermo-formed PVC pipe. A one-year unconditional warranty covering all product and installation failures is required, with defects to be remedied within 60 calendar days of notification. Prevailing wage rates effective April 5, 2026, for Oregon Bureau of Labor and Industries Region 11 apply.
The project cost estimate for bonding purposes ranges from $600,000 to $750,000. Bid security equal to 10% of the total bid amount is required and may be provided as a bid bond, cashier's check, certified check, or irrevocable letter of credit. No retainage will be withheld. Performance and payment bonds, each equal to 100% of the contract amount, and Commercial General Liability insurance with $1,000,000 per occurrence / $2,000,000 annual aggregate limits are required. Substantial Completion is October 2, 2026, with Final Completion October 16, 2026; liquidated damages of $700 per calendar day apply for failure to meet the substantial completion date. The project manager is Scotty Freitas (scotty.freitas@odot.oregon.gov, 541-883-5538). Award will be made to the responsible bidder submitting the lowest responsive bid.
