About this file
This is a specifications document issued by the Oregon Department of Transportation (ODOT) for a culvert repair project on Oregon Route 140 (Klamath Falls to Lakeview Highway) spanning from Milepost 50.40 to Milepost 72.14. The project requires contractors to supply materials, equipment, labor, and related services to rehabilitate 20 culvert locations ranging from 18 to 36 inches in diameter. Work scope includes providing work zone traffic control, constructing temporary water management facilities as needed, cleaning and performing closed-circuit television (CCTV) inspection of multiple culverts, installing cured-in-place pipe (CIPP) liners, and performing additional incidental work as directed. The project manager is Scotty Freitas, MBM/MCM at the Klamath Falls office (541-883-5538). The specifications incorporate the State of Oregon General Conditions for Public Improvement Contracts (January 1, 2012 Edition) and the 2024 Oregon Standard Specifications for Construction by reference.
The contract payment structure is based on unit prices per foot of pipe rehabilitated, with separate line items for 18-inch, 24-inch, and 36-inch diameter culverts. Contractors must select one of three approved rehabilitation methods for each location: cured-in-place pipe lining per Section 00412, GRP cured-in-place pipe lining with UV cure per Section 00413, or thermo-formed PVC pipe per Section 00416. Design parameters specify soil loads of 125 pounds per cubic foot minimum, LRFD HL-93 live loads, and minimum factors of safety of 2.0. The contract includes a one-year unconditional warranty covering all product and installation failures regardless of cause, with contractors required to remedy defects within 60 calendar days of notification. Video inspection and reporting requirements are mandatory both before and after liner installation, with inspections performed at specified fill heights ranging from 4 to 11 feet above the pipe invert across various locations.

or Provide manufacturer’s representative with at least five years’ experience with TFP installation in pipes and has installed at least 10,000 feet of TFP. The Contractor is responsible to ensure the manufacturer’s representative is on-site during the initial installation of each culvert.
Construction
00416.40 General - Handle and store all liner material to ensure that the material is not torn, cut, or otherwise damaged. Before installing the liner:
Verify the liners condition with the Engineer. If any part of the liner material becomes torn, cut, or damaged before or during insertion, repair or replace the liner at no additional cost to the Agency before proceeding further.
00416.41 Pipe Cleaning - Clean the pipe by removing all debris, sediment, and other accumulated material. Do not use chemicals without the written approval of the Engineer. Remove and dispose of all debris according to 00290.20.
00416.42 Pre-Installation:
(a) Video Pipe Inspection - After cleaning the pipe, perform a pre-installation video inspection according to Section 00415, five Calendar Days before beginning pipe lining Work.
(b) Pre-Installation Point Repairs - If pre-installation video inspection reveals obstructions, reduction in cross-sectional area, sags, previous repairs, or any structural defects in the pipe not shown on the Contract documents, submit a point repair plan to the Engineer for approval. All point repairs must restore the host pipe to a condition suitable for TFP lining.
Approved point repairs to restore the host pipe suitable for TFP lining will be paid for according to 00195.20.
00416.43 Installation - Install the liner system according to ASTM F1947 or ASTM F1867 and the manufacturer’s recommendation.
(a) Liner Insertion - Cover or wrap the edge of the entrance to the host pipe so as to prevent damage to the pipe liner.
Attach the liner securely to a constant tension winch and pull into place directly from the spool. Provide a dynamometer on the winch to monitor the pulling force. Do not exceed the manufacturer’s recommendations for pulling forces (tension) and speed.
(b) Expansion and Curing - Provide temperature and pressure gauges at the insertion and termination points to monitor internal conditions.
Allow the formed pipe to cool to a temperature below 100°F before relieving the pressure required to hold the PVC pipe against the host pipe wall. After the pipe has cooled down, trim the liner to length allowing for possible shrinkage during further cooling.
The cured liner shall be continuous over the entire length of an installation run and free from visual defects such as foreign inclusions, visible cracks, holes, tears, and wrinkles at any location.
Finishing, Cleaning Up, and Testing
00416.70 General – Complete the pipe inspection with a CCTV crawler, in accordance to 00415, after the liner has been cured and cooled to below 90ﹾ F. A digital recording of the inspection shall be provided to the Engineer.
Verify the lining is impervious and free of any leakage from water infiltration into the lined pipe or exfiltration from the lined pipe.
Reconnect existing active service connections from the interior of the pipe by means of a television camera and a remote control cutting device unless otherwise approved by the Engineer.
Remove any temporary dams or filtration measures after Work is complete and pipe is clean and restored.
00416.71 Post Installation Video - After installation of the TFP and reconnecting any service connections perform a post-installation video inspection of the pipe according to 00415.
00416.72 Material Sampling and Testing – Obtain a rounded field sample taken at the insertion or termination point by installing the PVC TFP into a mold pipe. The field sample shall be of like diameter to the host pipe and should be a minimum of one diameter in length. Perform material testing according to ASTM F1947 Section 7 or ASTM F1867 Section 7 and:
Individually label and log each field sample with the following information:
Project name Name of Contractor Sampler’s name Sample number Date and time of sample Initial cure start date and time Liner installation date Name and location of third party laboratory
Flexural properties must meet or exceed the values according to Section 00416.10.
00416.75 Contractor Warranty - The Contractor unconditionally warrants to the Agency the product and installation under this Section against failure, according to this Subsection and 00170.85(b)(1).
"Unconditionally warrant" means that the warranty covers all failures, regardless of the source or cause of the failure, including, without limitation, whether the source or cause is or may be related to workmanship, inspection, or choice of materials.
The Agency inspection of any portion of the Work during the Contract and during the product installation, the Agency acceptance of the Work, corrections under the warranty, or expiration of the warranty shall not relieve the obligations under this warranty.
(a) Warranty Period - The warranty period shall be for 1 year.
(b) Failure - For purposes of the warranty, failure is defined as one or more of the following:

Foreign inclusions and wrinkles at any location.
Leakage of water through the liner.
Separation of the liner from the host pipe.
Not meeting the minimum physical properties of ASTM D1784 according to 00416.10.
Not meeting the minimum material testing according to ASTM F1947 Section 7 or ASTM F1867 Section 7
(c) Remedy - Upon notification by the Engineer of defective work and materials provide the following remedy at no additional cost to the Agency:
Provide a TFP liner repair plan and written timeline of when the work will be completed within 10 Calendar Days of the Agency’s written notification of failure.

Install a second liner Install a liner repair.
Construct a full pipe replacement, or Remove the failed liner and install a full-thickness liner, Use materials and procedures meeting the Specifications.
Coordinate timing of repair Work with the Engineer.
Complete one of the approved remedies within 60 Calendar Days of the Agency's written notification of failure.
Measurement
00416.80 Measurement - The quantities of installed TFP structural liner will be measured on the length basis. The length will be measured, with no deduction for Structures or fittings, along the pipe flow line from center to center of manholes, inlets, Structures, special sections, or the ends of pipe, whichever is applicable.
Payment
00416.90 Payment - The accepted quantities of Work performed under this Section will be paid for at the Contract unit price, per unit of measurement, for the following items:
