About this opportunity

The Texas Commission on Environmental Quality is requesting bids for one EPA New Source Performance Standards OOOOa-certified optical gas imaging infrared camera under IFB 582-26-16549, with bids due July 15, 2026 at 2:00 p.m. Central Time. The EPA NSPS OOOOa certification is a hard eligibility filter — the camera must meet this standard for environmental investigations and compliance resolution.

The camera must feature an Indium antimonide detector with minimum 14-bit dynamic range, 3200 x 240-pixel infrared resolution at 35-millimeter focal length, and 3.2–3.4 micron spectral range optimized for hydrocarbon and volatile organic compound detection. Required capabilities include GPS and location data, multiple imaging modes (infrared, visual, and emissions enhancement), non-radiometric MPEG4 video streaming, continuous 1–4x digital zoom, operation across 0°F to 120°F, Ingress Protection 54 rating, and a 1-year manufacturer's warranty. The bid must include all operational accessories and a rugged storage case.

Product delivery is required no later than August 31, 2026. Questions are due July 6, 2026 at 12:00 p.m. Central Time, with anticipated vendor responses by July 8. Bid prices must remain firm for TCEQ acceptance for 30 days from bid opening. The TCEQ reserves the right to award based on low line item bid, low total of line items, or any combination serving the State's best interest. No pre-proposal conference has been scheduled. Respondents who determine a need to subcontract must immediately inform TCEQ and submit a HUB Subcontracting Plan for approval. Bidders must certify compliance with Texas Government Code provisions, including prohibitions on boycotting Israel, sanctions violations, and human trafficking involvement. Payment processing occurs within 30 days of receipt of goods and an uncontested invoice, with purchases exempt from state and federal sales and excise taxes.
