About this opportunity
The State of Maine Office of Information Technology is requesting quotations for a dark fiber point-to-point optical service connection at 121 Leighton Road in Augusta, Maine, with quotes due September 15, 2023 at 4:00 p.m. EST under RFQ 18B 23071000000000000001.
The scope is a two-pair (four-strand) configuration of 9/125 micron G.652D single-mode fiber connecting the Maine OIT Main Distribution Frame at 45 Commerce Drive to the MDF at 121 Leighton Road. The vendor must deliver a turnkey solution including fiber installation, splicing, testing, and maintenance and repair services over the contract term. Installation and project completion must occur within five weeks of agreement signature and OIT approval. Testing must comply with industry-recognized tolerances: no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer specifications. Testing is conducted at 1310 nm and 1550 nm wavelengths using calibrated optical power meters and OTDR equipment; final results are submitted in PDF and trace file formats.
The contract spans five years with a two-year initial service period followed by three optional one-year renewals at OIT's discretion. Pricing must be structured as level-cost dark fiber service over the five-year term. Vendors must identify any one-time start-up fees and provide level annual, quarterly, or monthly payments at the beginning of each service period. Service initiation and first payment are contingent upon fiber acceptance by OIT following successful testing. The vendor maintains all fiber infrastructure and support obligations throughout the term.
Quotations must include the completed Bid Cover Page and Debarment Form, Cost Response Table, technical specifications, itemized quotes, product data sheets, and warranty information. All attachments must be in MS Word, MS Excel, or PDF format and may not exceed 2MB per file. Award is determined on a best value basis, with contract award ultimately made to the lowest-priced conforming bidder without prior best and final offer round. Responses are public records available after award announcement. Payment terms are net 30 on receipt of accurate invoices.
