About this file
This file contains instructions for completing technical specifications for a Request for Quote (RFQ) issued by the State of Maine Office of Information Technology (OIT) for a dark/unmeasured optical fiber point-to-point service connection in Augusta, Maine. The project involves establishing a fiber optic link between two termination points: the Maine OIT Main Distribution Frame (MDF) at 45 Commerce Drive and the MDF at 121 Leighton Road. The service consists of four strands (two pairs) of 9/125 micron G.652D-compliant single-mode fiber for outdoor aerial and underground applications, delivered as a turnkey solution including installation, testing, and maintenance/repair over the contract term. The project must be completed within five weeks of agreement signature and approval. The contract is structured as a two-year initial service period with three one-year renewal options, with OIT retaining the right to determine renewal at the end of each period. Bidders are required to submit a project statement of work, install timetable with assumptions and dependencies, SLA for maintenance/support/repair services, and a fully completed cost table.
Pricing shall be structured as a level-cost dark fiber service over the five-year contract period with renewal options, with vendors identifying any one-time start-up fees and providing level annual, quarterly, or monthly payments at the beginning of each service year. Initiation of service and first payment are contingent upon fiber service being tested and accepted by OIT. The vendor is responsible for all fiber installation, testing, splicing, documentation, and maintenance throughout the contract term. Acceptable test results must comply with industry-recognized tolerances including no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer specifications. Testing must be conducted using calibrated optical power meters and OTDR equipment at both 1310 nm and 1550 nm wavelengths, with final test results provided in PDF and trace file formats. Bids that fail to provide requested information or contain false or misleading information will be rejected as unresponsive.

INSTRUCTIONS FOR COMPLETING TECHNICAL SPECIFICATION SHEET
Please complete the checklist for technical specifications set forth below. Each Bidder must indicate whether it can meet the technical specifications by inserting an “X” next to each specification. The “X” will demonstrate that the Bidder’s offering meets the technical specification. If a Bidder cannot meet a technical specification, then the Bidder must give an explanation for each exception and for equipment that is not available. All explanations must be provided in detail on separate pages along with the justification as to why the alternative equipment or deliverables will be as good as the equipment or deliverables described in the detailed specifications for desired items. A copy of the vendor specification proposal must be provided. Following these instructions is essential for proper bid evaluation. If a Bidder fails to provide requested information or if information on a quote is found to be false or misleading, the quote will be rejected as unresponsive.
| The following abbreviations must be used by interested Bidders: | |
| X | Meeting Specification |
| N/A | Not Available |
| AE | Approved equal process |
The award will be made on a best value basis to the vendor that either meets or most closely meets the specifications, while taking price and delivery into consideration.
If you have a question regarding this RFQ, you must submit your questions thru the Question and Answer link on the Solicitation Details View page. Your answer will appear there as well. It is the vendor’s responsibility to log in to view all questions and answers posted there. Questions and Answers obtained any other way will not be valid for this RFQ.

| Summary: | |
| The State of Maine/Office of Information Technology (OIT) is issuing a Request for Quote (RFQ) for provision of a dark/unmeasured optical fiber point-to-point service connection in Augusta, Maine. The terminating endpoints for service are: A) The Maine OIT MDF at 45 Commerce Drive, Augusta, ME 04330 and Z) 121 Leighton Road, Telecommunications Room (MDF), Augusta. 2-year Service with three renewal periods of one year each. OIT will determine at the end of each period whether to renew or not. OIT seeks a “turnkey” solution where the fiber is tested and provided. Cost must include fiber installation and maintenance/repair (as needed) over the term of the agreement. | |
| General Technical Requirements: | |
| The optical fiber cable plant will consist of 4 strands (2 pair) of 9/125 micron G.652D-compliant single-mode fiber, loose tube, rated for outdoor aerial and underground applications | |
| The 121 Leighton Road endpoint shall be within Maine OIT’s designated MDF. The OSP optical fiber cable will be brought into the MDF room, with an adequate slack coil affixed to the backboard per OIT instructions. | |
| The end of the cable will then be dressed into the OIT-provided backboard-mounted splice enclosure and fusion-spliced to the OIT-installed interior optical fiber cable within the splice enclosure, using the OIT-provided splice trays. | |
| OIT will develop and implement fiber labeling at the terminating patch panels at each endpoint. The Vendor shall be responsible for documenting and providing a complete fiber splice map to OIT immediately upon completion of all splice work. | |
| Termination at 45 Commerce will be within the OIT designated MDF. Extension from the building’s commercial demarc to the OIT designated MDF will be coordinated with Maine OIT staff to identify available paths and will remain the responsibility of the Vendor. |
The OSP cable plant will be delivered in accordance with all applicable telecommunications industry standards and best practices, and in accordance with all applicable laws, regulations, codes and ordinances.
| Once the cable build is complete and spliced, the Vendor will test all terminated fibers, bidirectionally, at the endpoint patch panels and correct all deficiencies in that portion of the cable plant installed by the Vendor. |
| Once satisfactory test results on all terminated fibers have been completed, they will be submitted to OIT for review and determination of acceptance. |
| Acceptable test results will be based upon industry recognized tolerances for cable, splice and connector losses. Typically, this will be no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer material specifications. |
| Testing will be conducted using both calibrated optical power meter/light source and a calibrated OTDR at wavelengths of 1310 nm and 1550 nm. |
| Final test results, including power meter and OTDR traces will be provided to the Customer in both individual .pdf and trace (*.trc/*.sor) files for each fiber. |
| The specific OIT provided and installed hardware and materials shall include: |
• Rack-mounted optical fiber patch panel fitted with LC-APC connectors.
• Indoor-rated 9/125 micron single-mode optical fiber, tight-buffered, pre-terminated in the patch panel, dressed into the backboard-mounted splice enclosure and ready for final splice preparation and splicing by the Vendor. Backboard-mounted optical fiber splice enclosure will be a Corning #WSH-11SPT-F. Splice trays will be Corning #M67-076-C.
| • | Bidders may utilize existing facilities within either A or Z termination point if already in place or choose to install a new termination point. | |
| o | If facilities are already in place the bidder will test and label delivery fibers and termination points. |
| If bidder must build the bidder will utilize the following materials: | |
| o | Rack-mounted optical fiber patch panel fitted with LC-APC connectors. |
| o | Indoor-rated 9/125 micron single-mode optical fiber, tight-buffered, pre-terminated in the patch panel, dressed into the backboard-mounted splice enclosure and ready for final splice preparation and splicing by the Vendor. Backboard-mounted optical fiber splice enclosure will be a Corning #WSH-11SPT-F. Splice trays will be Corning #M67-076-C. |
| o | The end of the cable will then be dressed into the OIT-provided backboard-mounted splice enclosure and fusion-spliced to the OIT-installed interior optical fiber cable within the splice enclosure, using the OIT-provided splice trays. OIT will develop and implement fiber labeling at the terminating patch panels at each endpoint. The Vendor shall be responsible for documenting and providing a complete fiber splice map to OIT immediately upon completion of all splice work. |
It is anticipated that all non-disruptive preliminary construction and preparatory work will be completed prior to service initiation. The cable cut and splice date/time will be determined by OIT and coordinated with the Vendor.
