About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of Business Management, Division of Procurement Services, acting on behalf of the Office of Information Technology, is requesting quotations for the lease or rental of dark optical fiber point-to-point service between 615 US Route 1 in Jonesboro, Maine, and 85 Court Street in Machias, Maine, with quotations due July 19, 2022 at 4:00 p.m. Eastern Standard Time via the Vendor Self Service portal.
The scope is a turnkey, unmeasured optical fiber connection consisting of 2 pair (4 strands) or 1 pair (2 strands) of 9/125 micron G.652D-compliant single-mode fiber rated for outdoor aerial and underground applications. The vendor must perform all installation, testing, maintenance, and repair throughout the service term. Installation must be completed within five weeks of agreement signature and approval. The vendor must deliver comprehensive documentation including fiber splice maps and bidirectional test results at 1310 nm and 1550 nm wavelengths using calibrated optical power meters and OTDR equipment, with acceptance criteria of no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer specifications. OIT will provide and install specific hardware including rack-mounted optical fiber patch panels with LC-APC connectors, indoor-rated single-mode fiber, and Corning-specified splice enclosures and trays.
The contract term is five years with three one-year renewal options. Pricing must include one-time startup fees, if any, and level annual service fees due at the beginning of each service year, with first payment following fiber service testing and acceptance. The State awards based on best value considering conformance to specifications, quality, delivery timeline, and pricing. Quotations must remain valid and binding for at least 180 days from bid opening. The State is exempt from federal, state, and local taxes and requests tax-exclusive quotes. No best and final offers will be solicited. All bidders must submit responses through the Q&A List tab in VSS for questions and clarifications.
